2-4 Dublin Street The Our Balbriggan Rejuvenation Programme is set to transform the town through public investment. An exciting milestone was reached with the appointment of an architect-led multi-disciplinary Integrated Design Team (IDT) to undertake the development of a creative hub at 2-4 Dublin Street. The vision for the listed building includes the development of creative art spaces with adjoining digital learning facilities, a courtyard and gallery. The Creative Hub will further develop Balbriggan’s growing reputation as a nationally renowned destination for arts and culture, a key part of the Our Balbriggan rejuvenation programme. The 2-4 Dublin Street 3D model was created to enhance public consultation, enabling the public to immerse themselves in the planned Creative Hub. The vision for the listed building (No. 2 Dublin St.) includes the refurbishment of the existing building into creative art spaces with the adjoining lean-to (No.4 Dublin St.) being redeveloped into a creative workshop, digital learning facility with courtyard and gallery. Quay Street & Harbour Rejuvenation The Our Balbriggan Rejuvenation Programme is set to transform the town through public investment, and has seen work commence and continue on a number of key infrastructure projects. Work at the Quay Street and Harbour area has already seen the Mill Street Town car park redeveloped, with new trees and public lighting in place. The stunning and complex project will create a high quality public amenity and premier visitor destination to revitalise Ireland’s youngest town. It will also create a unique, sustainable public open space. The 19,300 square metre site will include a multi-purpose plaza area and linear suitable for markets, events, festivals and a host of other activities. The redevelopment will result in an increase in play, seating and green areas and is due to be completed end 2025. The Balbriggan Quay Street and Harbour Rejuvenation can be viewed using the innovative 3D Model. The model is a visual tool which helps citizens visualise the planned transformations of the town outlined in the Our Balbriggan 2019 – 2025 Town Rejuvenation plan. The model can be described as a ‘3D Map’ or ‘Digital Twin’ of Balbriggan as it was created using aerial survey photography and ground level photo surveys. It provides easy access to a visual representation of the reimagined Harbour and Quay Street area. The model was created to enhance community engagement, enabling people and businesses of Balbriggan to view the future transformation of their town. For the second successive year Fingal County Council projects have been successful at the LAMA All-Ireland Community and Council Awards which were held at the Rochestown Park Hotel in Cork. From a record 14 short-listed projects, Fingal walked away with five awards on the night and, with 29 points, was a clear winner of the Grand Prix which is awarded to the most successful Council on the night. A Balbriggan focused project, Project Eco Core, won the award for the Best CSR Project in a Community. Project Eco Core focuses on advancing the green transition in Balbriggan’s Stephenstown Industrial Estate as part of the URBACT initiative which connects nine European cities to reduce carbon emissions and promote sustainable development. Key activities include carbon footprint tracking, sustainability masterclasses, and the Balbriggan Innovation Challenge. The project supports local businesses, creates green jobs, and fosters community involvement through the URBACT Local Group. Another Balbriggan based project, The Great Places and Spaces Map, where the Council partnered with Thrive Balbriggan, won the award for the Best Mental Initiative. This intergenerational project promotes mental health and wellbeing by identifying 79 local spots where residents feel relaxed, calm and connected and showcases Balbriggan’s hidden gems. Created through community engagement the aim of the project is to foster a mental health friendly community. The Harry Reynolds Road, Balbriggan, was also awarded Best Trail / Waterways in Ireland and Balbriggan Library of Sanctuary was awarded Most Inclusive Project. Fingal County Council

Work continues to progress at pace across key elements of the Quay Street, Harbour & Environs site. These include widening and step-down features on the North and South Banks of River Bracken, extensive planting and biodiversity features, heritage restoration of the RNLI Boathouse building for commercial use, new public toilets, new widened footpaths and resurfacing on Mill Street, foundations for new Harbour buildings on the foot of the East Pier. Transformation of Balbriggan Harbour Phase 3 The change of use of the former RNLI Boathouse and the development of new harbour buildings are designed to generate increased social and commercial activity at the harbour viaduct, beach and throughout the town. The project will also include enhancement work to the River Bracken, new surfacing and increased seating, green and play spaces as well as the redesign of parking and traffic flows. Phase 3 Updates: - The Car park on Mill Street has reached practical completion Q4 2024 Electrical Vehicle (EV) Chargers will be be installed 02 2025. - Mill Street footpaths completed December 2024. Resurfacing works being completed February 2025 - The next phase of the river works are planned for early Q3 2025 and will incorporate the reconstruction of 2 pedestrian bridges. - Construction of the new harbour and Kiosk buildings using off-site construction methods are ongoing with completion expected Q3 2025. - The new toilet block is under construction with a brickwork finish and is due to be completed Q3 2025 - Works on the restoration and upgrade of the RNLI Boathouse is ongoing with plans to have it completed late Q3 2025. - Work has started on replacing the existing footpaths on Quay street. Temporary closure of Mill Street, Balbriggan, February 17– 21, 2025. The €15 million transformation of Balbriggan’s Quay Street and Harbour, part of the €54-€57million Our Balbriggan Rejuvenation Programme, will result in the temporary closure of Mill Street to vehicular traffic between 8am and 6pm from Monday, February 17, to Friday, February 21. The closure is to facilitate resurfacing works on Mill Street. While pedestrian access is unaffected, the Upper Town Centre Car Park at Mill Street will be closed during this period and the adjacent underground car park will be accessible only before 8am and after 6pm. Sixty-seven spaces at the Upper Town Centre Car Park at Mill Street will be unavailable from Monday, February 17 until the evening of Friday, February 21. All 67 spaces and four on-street spaces at Mill Street will be available on completion of works. Approximately 700 other public parking spaces are available in Balbriggan presently, with 50 free car parking spaces provided by Fingal County Council at the new overflow car-park at Bath Road (Martello Tower) available from Monday, February 17. There are a further 200 spaces at Bremore Castle Car Park and Bath Road Car Park. All affected motorists are encouraged, if possible, to walk, cycle, or use public transport during the works. Commuters using Balbriggan Railway Station are encouraged to continue to use other free, maintained car parking, or where possible, walk, cycle or use other public transport. Traffic travelling from Harbour Road to Drogheda Street via Mill Street should continue straight onto George’s Hill and then onto Drogheda Street and the junction of George’s Hill and Drogheda Street. Advance signage will inform traffic of diversion route and road closure. Local access will be maintained at all times. Emergency service access will also be made available.
