#ReportRelease We are excited to announce the release of our latest research report, "Unconditional Cash Transfers for Rice in Karnataka: A Study of Beneficiary Responses and Challenges Under the Anna Bhagya Scheme." The report was unveiled today by Prof. Ramesh Chand (Member, NITI Aayog) alongside notable dignitaries including Sh. Ramandeep Chowdhary (Secretary- Food & Civil Supplies, Government of Karnataka), Sh. Sanjay Kaul (Former Bureaucrat), Sh. Siraj Hussain (Former Agriculture Secretary, Government of India), Dr. Pratap Birthal (Director, NIAP) and Sh. Ajay Vir Jakhar (Chairman - Bharat Krishak Samaj). During the event, lead author Shweta Saini shared findings of the report and raised some pertinent questions on the viability and implementation of cash transfers. The esteemed panel shared their thoughts on the report findings, setting the stage for a much-needed discourse on improving efficiency and efficacy of our food security systems. Key takeaways: Cash Transfers vs. Physical Grain Distribution: Unconditional cash transfers offer advantages but require a structured framework for evaluating the viability vis a vis the existing grain distribution systems through a SWOT analysis in the Indian context. Adapting to Change: We must rethink how welfare is delivered through food safety nets, especially considering climate change and the need to enhance nutritional outcomes for vulnerable groups. This decision inadvertently makes Karnataka a pioneer in the Union government’s Direct Benefit Transfer (DBT) drive. There have been smaller pilots since 2014, when DBT for food was encouraged, but its adoption at a state level is new, and may be a start of reforms of India’s Public Distribution System (PDS). The Report analyses responses of about 1600 Anna Bhagya Scheme beneficiaries and their experience and expectations with regard to the unconditional cash transfers.
