About us

The Petroleum and Natural Gas Regulatory Board (PNGRB) was constituted under The Petroleum and Natural Gas Regulatory Board Act, 2006 (NO. 19 OF 2006) notified via Gazette Notification dated 31st March, 2006. The Act provide for the establishment of Petroleum and Natural Gas Regulatory Board to protect the interests of consumers and entities engaged in specified activities relating to petroleum, petroleum products and natural gas and to promote competitive markets and for matters connected therewith or incidental thereto. Further as enshrined in the act, the board has also been mandated to regulate the refining, processing, storage, transportation, distribution, marketing and sale of petroleum, petroleum products and natural gas excluding production of crude oil and natural gas so as and to ensure uninterrupted and adequate supply of petroleum, petroleum products and natural gas in all parts of the country.

  • Meeting with Chief Minister, Madhya Pradesh Dr. Anil Kumar Jain, IAS, Chairperson, PNGRB called on Dr. Mohan Yadav, Honorable Chief Minister, Madhya Pradesh on 26th June 24 at Bhopal.  Chairperson reiterated the importance of Madhya Pradesh towards realising Prime Minister’s Vision for a Gas Based Economy, considering its geographic location & size. Promotion of Natural Gas, rationalisation of VAT and support to CGD entities was discussed during the meeting. The Chief Minister assured all possible assistance for growth of Natural Gas in the state.

  • PNGRB organized a Round Table of Auto Manufacturers & CGD Companies on 22-05-2024, to deliberate on the advent of multifuel in mobility. Leaders from Oil Marketing Companies, CGD companies, Electric Vehicle manufacturers, Hydrogen sector, Automobile Industry and organizations participated in the deliberations and discussed the opportunities and challenges, potential synergies and growth avenues of alternate fuels in the transportation sector.

  • Meeting with Chief Secretary, Himachal Pradesh Dr. Anil Kumar Jain, IAS, Chairperson ,PNGRB met Shri Prabodh Saxena, IAS, Chief Secretary, Government of Himachal Pradesh on 16th May 24 at Shimla and discussed about promotion of Natural Gas in the state of Himachal Pradesh. The meeting was attended by Principal Secretary (Food, Civil Supply & Consumer affairs, Transport, Industries), Commissioner (Department of State Taxes & Excise) and officials of Food & Supply department along with PNGRB delegation and senior officials of CGD entitles. Chairperson gave an overview of the Natural Gas Infrastructure in the state and suggested the benefits of adoption of natural gas for Himachal. Lt Col Kumar Abhishek, JA (Monitoring) gave a presentation to the state officials covering an overview and progress of CGD network in the state, the challenges faced by the entity and assistance required from state government to overcome the same. The following was discussed in detail during the meeting :- ▪︎ Allotment of land for setting up of DRS, LNG Re-gasification & CNG Station. ▪︎ Rationalization of RoU charges and VAT. ▪︎ Promotion of NG in Industrial & Commercial units. ▪︎ Adoption of CNG as preferred transport fuel. ▪︎ Formulation of state CGD Policy etc. The Chief Secretary assured all possible support and policy level intervention. He suggested adoption of institutional mechanism to overcome the roadblocks in the growth of Natural Gas in the state.

  • The inaugural edition of the International Conference of Petroleum and Natural Gas Regulators with an overarching theme, “Navigating Pathways for Natural Gas Development” was successfully held under the aegis of the Petroleum and Natural Gas Regulatory Board (PNGRB) between 5-8th February 2024 during the India Energy Week (“IEW”), 2024, Goa. The conference featured major South and Southeast Asian national energy regulatory authorities from Bangladesh, Indonesia, Malaysia, Sri Lanka and Thailand, as well as international industry leaders. Hon’ble Minister of Petroleum and Natural Gas & Housing and Urban Affairs Shri Hardeep Singh Puri while addressing the gathering appreciated PNGRB for this initiative and emphasized that going forward international regulatory conclave of oil and gas regulators be made as an integral feature of IEW. Dr. Anil Kumar Jain, Chairperson, PNGRB, stressed upon the importance of regional collaboration between South and Southeast Asian countries for knowledge sharing to formulate effective regulatory frameworks for natural gas development.

  • *Meeting with Chief Secretary, Haryana* Dr. Anil Kumar Jain, IAS Chairperson, Petroleum and Natural Gas Regulatory Board (PNGRB) met *Shri Sanjeev Kaushik, IAS, Chief Secretary, Government of Hayana* on 19th January 24 at Chandigarh. Chairperson briefed the CS & other State officials about the benefits of adoption of natural gas. During the meeting Draft CGD policy of Haryana was discussed wherein inputs wrt Use of NG in Domestic, Transport, Industrial & Commercial units, RoU & Restoration charges, Promotion of CNG in Transport sector was deliberated in detail. Chairperson assured all possible effort by PNGRB and CGD licensee companies for rapid natural gas infrastructure growth in the State of Haryana. The Chief Secretary appreciated the valuable inputs for Haryana CGD policy and assured his support for growth of Natural Gas in the state.
