While low-emission hydrogen can significantly decrease GHG emissions, its underperformance can make it worse than fossil fuels. Ahead of COP29 Azerbaijan, the joint letter calls for transparency on hydrogen’s impact on climate. With hydrogen’s potential to decarbonise complicated sectors, there is a need for transparency and rigorous standards—especially around fossil-based hydrogen—to drive true climate progress.
✉ NEW open letter to the COP29 Azerbaijan Presidency urges key actions on #hydrogen to ensure it lives up to its full potential as a climate solution. Looking specifically at fossil-based hydrogen, the letter highlights 3 key areas that require more attention before the global community locks in international standards for hydrogen deployment around the world. 1️⃣ More accuracy and granularity in reported methane emissions -- one of the largest contributors to lifecycle GHG emissions in fossil fuel-based #H2 systems. As a highly potent GHG, studies show high methane leakage rates can severely undermine hydrogen's climate benefits. Accurate accounting -- on a regional level, based on real, measured data -- is critical to ensure fossil-based H2 is truly a low-emission solution. 2️⃣ Carbon capture and sequestration must be permanent, demonstrable and verified. The capture rates matter greatly for fossil-based hydrogen's climate impact. Rates can vary widely -- certainty around actual capture rates is essential. And as with all emissions accounting, CCS data must be reported, verified and made publicly available. 3️⃣ Transparent and responsible facility accounting practices are needed. In an effort to secure more funding, some industry lobbyists are promoting the use of accounting 'gamesmanship,' e.g., the use of carbon-negative offsets for fugitive methane, which would credit H2 producers for emissions avoided in another sector - despite a lack of robust verification of methods and certification systems - or other accounting techniques to shift pollution from where it's counted (hydrogen) to where it's not. ❗ Transparency must serve as the foundation for the new clean hydrogen economy and all efforts to harmonize international frameworks, regulations and standards.
