State Institute for Empowering and Transforming Uttarakhand (SETU), established by the Government of Uttarakhand replaces the Planning Commission, is modelled after NITI Aayog and aims to enhance planning frameworks, promote evidence-based decision-making, and facilitate innovation across various sectors. SETU oversee three centers : 1. The Centre for Economic and Social Development (CESD) identifies key sectors for job creation and advises on skill development and entrepreneurship. 2. The Centre for Public Policy & Good Governance (CPPGG) implements tech-based governance solutions, fosters participatory policymaking, and promotes administrative reforms. 3: The Centre for Evidence-based Planning (CEBP) focuses on data-driven policy planning, enhances monitoring and evaluation mechanisms, and supports data-centric decision-making.

On 23rd July 2024, the Hon'ble Chief Minister, Shri Pushkar Singh Dhami, Government of Uttarakhand, reviewed the work plan of SETU Aayog along with Shri Raj Shekhar Joshi - Vice Chairman of SETU Aayog, Smt. Radha Raturi -Chief Secretary to the Government of Uttarakhand, and Shri Meenakshi Sundaram- Secretary of Planning. SETU Aayog is initiating work to develop robust Data Ecosystem in the state for effective monitoring and evaluation of government schemes and policies. The focused intervention also includes simplification of government schemes and enabling access to the schemes for all citizens by developing digital portal of government schemes. Further interventions as directed by Hon’ble Chief Minister shall be undertaken for effective governance and sustainable development.

Shri Raj Shekhar Joshi, Vice Chairman SETU had a meeting at Indian Institute of Management Kashipur on 25th May 2024. Professor Kulbhushan Baluni- Director IIM briefed about the work of Foundation of Innovation and Entrepreneurship Development (FIDD) and Design Innovation Centre (DIC) wings of IIM Kashipur which are supporting rural entrepreneurs and Agri-based startups in Uttarakhand, strengthening the robust start up ecosystem in Uttarakhand. Over the last seven years, they've supported over 200 startups, with more than 40% of them being Agri-based, raising over 112 crores. Dear All, SETU will play a pivotal role in strategically shaping the state's future, providing specialized inputs to both the State Leadership and Government Departments, crucial to realizing the objectives outlined in the Sashakta Uttarakhand Vision outlined by our dynamic chief Minister and Chairman of SETU, Shri Pushkar Singh Dhami ji. SETU is envisioned to function as an advanced repository of knowledge and expertise, providing the State Government with insights and rigorously prepared policy options, together shape their evolution and governance and develop frameworks and mechanisms for monitoring and evaluation of implementation of various policies, foster research and innovation, and use of technology as one of the central tenets of policy and implementation.
