Tamil Nadu Online Gaming Authority has taken the lead in Responsible Digital Gaming Framework. Congratulations are in order. The SKOCH India 2047 Centre of Excellence of SKOCH Development Foundation has been championing a Responsible Digital Gaming Framework to address the challenges of digital addiction, behavioural harm, and financial vulnerability associated with online gaming. Based on this, we conducted an industry-wide baseline survey of 73 gaming apps to assess compliance with responsible gaming indicators. Alarmingly, the highest compliance score is only 35%, indicating significant industry adherence gaps with no one getting qualifying marks. We are happy to note that Tamil Nadu Online Gaming Authority (TNOGA) circular G.O. (Ms.) No.76, dated 7 February 2025, provides regulations that are in line with Responsible Digital Gaming Framework: 1.     All minors under the age of 18 years shall be prohibited from playing online real money games. 2.     KYC verification shall be mandatory for the creation of an account to play online games. 3.     KYC verification shall be mandatory for the initial login with Aadhaar to be authenticated by 2nd layer verification of OTP sent to the phone number linked with the Aadhaar number. 4.     Online game providers shall ensure the implementation of the KYC verification process. 5.     Online game providers shall display pop-up caution messages when a player plays continuously for more than one hour. Such caution pop-up messages should appear at an interval of every 30 minutes indicating how long they have been playing. 6.     All online game providers shall necessarily provide facilities to fix daily, weekly and monthly monetary limits for each player. Wherever money is deposited, a pop-up message indicating their monetary limit fixed and amount spent so far should be displayed in reasonably bold letters. 7.     Caution messages shall be displayed continuously in the login page of these real money games sites/apps, on the addictive nature of these games, with the wordings, “ONLINE GAMING IS ADDICTIVE IN NATURE”. 8.     Blank hours shall be implemented for the real money games from 12 midnight to 5 am (based on Indian Standard Time). No login of the games shall be allowed during these restricted hours. There is no distinction between games involving money. All are clubbed together as Real Money Gaming. KYC has to be comprehensive using Adhaar and OTP. Warnings and compliances should be visible in the App and not at the backend. The excuse that all this work in the backend is no longer going to be accepted.
