Bihar Government Invites Bids for 200 MW Rooftop Solar Power Plants The Bihar Renewable Energy Development Agency (BREDA), operating under the Energy Department of the Bihar Government, has issued an Expression of Interest (EOI) seeking empanelment of agencies for the design, supply, erection, testing, commissioning, and comprehensive operation & maintenance of grid-connected rooftop solar power plants. This rise is primarily due to the Power Purchase Agreement Cost (PPAC), which has been revised to reflect higher coal and fuel prices. As a result, many households and businesses are feeling the financial strain. Impact on Consumers: Residents are facing higher costs, with rates for different consumption brackets increasing notably. NTPC Limited’s renewable energy subsidiary, NTPC Green Energy Limited, has submitted a draft red herring prospectus (#DRHP) to #SEBI for its highly anticipated Rs 10,000-crore initial public offering (#IPO). Expected to be one of India’s largest IPOs in 2024, the offering will consist entirely of fresh equity shares, with no sale of shares by promoters. The IPO includes a quota for existing NTPC Ltd shareholders, with up to 10% of the issue reserved for them. MSPGCL Withdraws Petition For 100 MW Solar Project Transfer Following PSA Termination Maharashtra State Power Generation Co. Limited. (Mahagenco.) (MSPGCL) recently sought approval to transfer a 100 MW cumulative capacity of grid interactive solar PV power projects to be developed at various locations in Western and North Maharashtra. This was part of the Mukhyamantri Saur Krushi Vahini Yojana, which was previously approved by the Commission in a May 2020 order and awarded to MAHAPREIT by EESL. MSPGCL filed the petition on June 13, 2023, to transfer the projects to MAHAPREIT. This year, amid a prolonged summer season, Delhi's peak electricity demand has reached an unprecedented 8,302 MW. This milestone underscores the urgent need to explore energy storage alternatives. The Delhi Electricity Regulatory Commission (DERC) has approved a 20 MW Battery Energy Storage System (BESS) project for BSES Rajdhani Power Limited, highlighting the significant penetration of variable renewable energy (VRE). This innovative tariff model is poised to serve as a role model for other distribution companies. Our counterpart, TPDDL, has also initiated several new measures beyond grid storage, such as community storage and pole-mounted battery storage. These systems are crucial for customers like data centers across the region, which demand clean, uninterrupted energy. While BESS offers numerous benefits, it currently constitutes only 0.05% of the total generation capacity. Some key advantages include: 1.Energy arbitrage 2.Peak load management/peak shaving 3.Power quality improvement/power factor improvement 4.Demand side management 5.Frequency regulation 6.Capital expenditure deferral 7.Black start capability 8.Transmission cost savings through islanding and energy localization However, there are several challenges to its further development: 1.Lack of clear regulatory mandates across states, despite a model framework from the CERC. 2.The evolving nature of battery technology. While Lithium Iron Phosphate (LFP) and Nickel Manganese Cobalt (NMC) are prevalent, research is ongoing into alternatives like sodium, iron, and zinc, which are more abundant. 3.High costs and limited supply, particularly of lithium, mean prices are unlikely to decrease soon without significant innovation. 4.Limited awareness and skepticism among public and private banks 5.High temperatures, which reached around 50 degrees Celsius in Delhi this year, necessitate designs that prevent thermal runaway and safety hazards. 6.Seasonal redundancy, as peak demand occurs mainly in summer. 7.High maintenance costs due to the need for continuous HVAC systems in polluted and hot environments. Despite these challenges, there are several ways to scale BESS: 1.Enhanced R&D for advancements in battery cell technology, shifting from lithium to sodium, iron, and zinc with higher energy densities. 2.Favorable regulatory frameworks to promote BESS nationwide, with SERCs taking progressive steps, similar to Renewable Purchase Obligations. 3.Easier financing for BESS projects, potentially through philanthropic capital and Innovative Business model 4.Incentives for battery manufacturers, such as Production-Linked Incentives (PLI). 5.Replacing decommissioned thermal power plants with storage systems. I believe the coming decade will be pivotal for energy storage systems, driven by the rapid scaling of solar and wind energy. BESS, though currently in its nascent stage, requires the right ecosystem and multi-stakeholder participation to thrive. #BSES #BESS
