A little delayed making a response to this. Questions: Does a PDF hosting website require a budget of ¥10 billion? "Japan’s move to greater access to its research is focusing on 'green OA' — in which authors make the author-accepted, but unfinalized, versions of papers available in the digital repositories, says Seiichi. ->Isn't that what Biorxiv does? So you just want to make a clone of Biorxiv, yes? For ¥10 billion? Seiichi says that gold OA — in which the final copyedited and polished version of a paper is made freely available on the journal site — is not feasible on a wide scale. That’s because the cost to make every paper free to read would be too high for universities." -> Why? Why is the cost to make something free too high? Last I checked we've had libraries for a while. The internet made that cheaper. The academic publishing industry is so broken. My favorite part is that the researchers have to format their own papers for submission and then pay for the publication to "edit" it. And then you have stuff where the publisher does 12,000 retractions in 2 years (after it's already been sold?) and doesn't even provide a list of the retractions. <https://lnkd.in/gBhgGZuz> I think what Seiichi means above is that final drafts of articles will still get published through traditional publishers. Government should make a system like Biorxiv and force publicly funded institutions to use the system. Reviewers can comment and researchers can revise their drafts publicly. Then users have to pay to see the reviewer's comments. Part of the proceeds go to the reviewers. No final submissions to other journals. Complications can be added so top reviewers can get a bonus. Maybe author can request up to two reviewers. Two reviewers by popular demand through polling? Something like that. https://lnkd.in/gvQrfQaw
