NEW BRIEFING: COP Troika nations - Brazil, UAE, and Azerbaijan - plan to expand oil and gas production 32% by 2035, endangering the 1.5°C climate limit their role as COP presidencies is meant to champion.
The data shows:
- The projected increase in oil and gas production by 2035, the date at which the NDCs due next year will end, is 36% for Brazil, 34% for the UAE, and 14% for Azerbaijan. Globally, fossil fuel production must decline by 55% by 2035 to limit warming to 1.5°C, according to the International Energy Agency.
- Together, the Troika nations account for almost one third of oil and gas expansion approved globally since the start of the year.
- The UAE and Brazil rank first and third in the world in terms of oil and gas expansion approved since the COP28 decision to transition away from fossil fuels.
Global North countries remain the biggest expanders of oil and gas production and have the responsibility and the means to lead in phasing out fossil fuels. But, the Troika countries, through the role they have sought to assume in global climate diplomacy, bear a responsibility to set the bar. The UAE, Azerbaijan, and Brazil must lead by example and establish the benchmark that 1.5°C-aligned national climate plans include a clear commitment to end new oil, coal and gas projects. The Troika countries have a clear choice to make: halt new fossil fuel projects and begin to align with 1.5°C goals, or ignore the science and betray climate commitments.
