The Letta and Draghi reports: the need for new thinking and flexibility in Europe's information ecology to drive competitiveness and growth. The importance of knowledge sharing and circulation for Europe’s economic future has been acknowledged in Enrico Letta’s recent influential report, ‘Much More than a Market’. In his report on ‘The Future of European Competitiveness,’ Mario Draghi stressed that Europe faces a dual innovation challenge: failing to commercialise innovation and stifling scale-ups with inconsistent and restrictive regulations. ⚠️ According to both reports, inflexible rules governing how information and data can be utilised and shared are a crucial factor contributing to Europe’s innovation paradox. 🛑 The issue: Copyright leverages “copy control” over every aspect of the modern economy, which is NOT what it was designed for. 🤯 Thought-provoking read: Should cultural heritage institutions opt out of AI data mining? KR21’s Policy Committee member Ariadna Matas Casadevall (Europeana) raises critical questions about the unintended consequences of blocking AI from mining cultural heritage data. 💡 𝗞𝗥𝟮𝟭 𝗞𝗻𝗼𝘄𝗹𝗲𝗱𝗴𝗲 𝗖𝗮𝗽𝘀𝘂𝗹𝗲 𝗼𝗳 𝘁𝗵𝗲 𝘄𝗲𝗲𝗸 🤔 What if we lived in a world where libraries could lend eBooks just like physical ones, ensuring access to and preservation of culture and knowledge in the digital era? 🗣️ “Libraries should be allowed to acquire works in a digital format of their choice so that they can retain control over the environment in which they provide works,” advocates Justus Dreyling, Policy Director at COMMUNIA. 💭 𝗗𝗶𝗱 𝘆𝗼𝘂 𝗸𝗻𝗼𝘄? This can be unlocked through Controlled Digital Lending (CDL). The best thing about it: the Court of Justice of the European Union confirmed CDL is legal and permitted! Now it’s time for EU Member States to strengthen this in their national legislation.
