Over ons
State Capture: Research and Action is an international non-profit that works to counter state capture through collaborative research, policy advocacy, and legal action. We envision a global society where states exist to serve their people, and where unaccountable elites are unable to bend domestic laws and institutions to serve their own advantage.

Together with the Centre for Research on Energy and Clean Air (CREA), we have published an updated 2nd edition of our policy briefing on tackling the Russian "Shadow" Fleet. The shadow fleet represents a huge risk to the environment and undermines western sanctions on Russian fossil fuels. This 2nd edition includes up-to-date information on shadow fleet operations and expands our list of recommendations. Today, we've sent a letter to the Foreign Secretary of the United Kingdom, Mr. David Lammy, to offer practical recommendations on how the #UK can lead a global crackdown on Russia’s 'shadow' fleet of oil tankers used to circumvent sanctions and generate funds for Russia's ongoing war on Ukraine. The recommendations reflect a multiprong approach to policy measures that collectively will significantly disrupt Russia’s ability to circumvent the #oil price cap, while at the same time protecting the UK’s coastal #environment, the integrity of its international seaborne #trade, and respect for international maritime #law. bit.ly/4cXroIn Jonathan Reynolds MP | Rt Hon Rachel Reeves | Department for Business and Trade | Department for Energy Security and Net Zero | HM Treasury | Foreign, Commonwealth and Development Office
