    The Trust Fund for Victims at the ICC is honored to engage with members of parliament from around the world discussing international justice and the fight against impunity for genocide, crimes against humanity, war crimes and the crime of aggression at Parliamentarians for Global Action 13th Consultative Assembly on the ICC taking place today in Islamabad. Parliaments, and thus their members, are central to ratification, adoption of implementing legislation, approval of budget and foreign policy direction in the fight against impunity, which are essential to the success of the ICC and to domestic justice efforts. In our dialogue with parliamentarians the TFV will highlight the positive reparative impact that the ICC system has on victims and through them on the rule of law. We hope our engagement will lead to future dialogue on victims and international justice across all regions of the world.

Ahmad Al Faqi Al Mahdi, chef de la police des mœurs du groupe Ansar Eddine, a été condamné pour avoir détruit 𝗻𝗲𝘂𝗳 𝗺𝗮𝘂𝘀𝗼𝗹é𝗲𝘀 𝗲𝘁 𝘂𝗻𝗲 𝗽𝗼𝗿𝘁𝗲 𝗱𝗲 𝗹𝗮 𝗺𝗼𝘀𝗾𝘂é𝗲 𝗦𝗶𝗱𝗶 𝗬𝗮𝗵𝗶𝗮 à 𝗧𝗼𝗺𝗯𝗼𝘂𝗰𝘁𝗼𝘂 𝗲𝗻 𝟮𝟬𝟭𝟮. En 2017, la Cour Pénale Internationale (CPI) a ordonné des réparations pour les dommages causés à la communauté de Tombouctou, à la population malienne et à la communauté internationale. Ces réparations incluent l’indemnisation, le soutien psychologique, la commémoration, la réhabilitation et l’entretien des bâtiments protégés. Le Fonds au Profit des Victimes de la CPI, en collaboration avec l’UNESCO, met en œuvre ces mesures pour restaurer le patrimoine culturel. Dans ce cadre, l’UNESCO a participé, du 1er au 07 octobre 2024, à une mission conjointe avec le Fonds au profit des victimes de la CPI et le gouvernement du Mali à Tombouctou. La mission avait pour objectif de remettre aux autorités de la ville de Tombouctou et à sa communauté, une partie importante des résultats des mesures de réparations collectives réalisées, de rencontrer les acteurs et de poser des bases pour la mise en œuvre des dernières mesures prévues avant le 31 décembre 2025. Les cérémonies de remise des mesures de réparations collectives réalisées, qui ont été présidées par le Gouverneur de la région de Tombouctou, M. Bakoun Kanté, le jeudi 03 octobre 2024, ont concerné le monument Louha symbolisant la résilience de la communauté de Tombouctou face au crime dont elle a été victime en 2012. Au cours de la même journée, les murs de clôture de deux cimetières et le mausolée du Cadi Cheick Mohamed Mahamoud Ben Cheick Al Arawani ont été remis à la communauté de Tombouctou après l’achèvement des travaux en avril 2024 par l’UNESCO et des entreprises locales. Les autorités et les communautés ont exprimé leur satisfaction face à ces réalisations. Sane Chirfi, chef de famille et descendant d’Alpha Moya, a déclaré : « La restauration de ce patrimoine culturel, à travers les mausolées mais également leur environnement immédiat, est un soulagement et une réponse à la souffrance ressentie par sa destruction et sa profanation. En tant que descendants d’Alpha Moya et membres de la communauté de Tombouctou, ma famille et moi sommes désormais en paix avec notre histoire familiale et l’histoire de notre ville, surtout que nous avons participé à chacune des étapes des réparations et que nos observations ont toujours été prises en considération ».     📣 🇨🇫 The Trust Fund for Victims at the ICC recently visited Boali, Yaloké, and Bossembele to participate in collective psychotherapy sessions for survivors of sexual violence. 💜 Approximately 78 individuals took part in these activities, which were conducted at the psychotherapy centers and through the savings and loans associations. 🤝 Mrs. Irene Moussa, President of the AFJC (Association des Femmes Juristes de Centrafrique) participated in the visit. 🇨🇫 🕊️ Since August 1, 2020, the Trust Fund for Victims at the ICC has implemented a program aimed at supporting victims of sexual violence in the Central African Republic (CAR). This initiative addresses the harm suffered by victims of crimes under the jurisdiction of the International Criminal Court, utilizing a restorative justice approach. #Justice #Reparations #SGBV #CAR #Africa #AssistanceProgramme

    During my first visits to the International Criminal Court (ICC), I met with the ICC President Tomoko Akane, Registrar Osvaldo Zavala Giler, Deputy Prosecutor Nazhat Shameem Khan and the Executive Director of the Trust Fund for Victims (TFV) Deborah Ruiz Verduzco, PhD.     Another milestone reached in the reparations programme for victims in the Al Mahdi case at the International Criminal Court #Mali. Last week in Timbouktou, the Trust Fund for Victims at the ICC handed over to the authorities and communities the Louha monument, as place for remembrance of the 2012 attacks; the Al Arawani mausoleum rebuilt by UNESCO MALI and now returned to the descendants; and completed the fencing and planting of trees around the mausoleum's cemetery to prevent erosion from dessert wind. We are now set on the last phase of the programme dedicated, as instructed by the ICC judges, to economic rehabilitation of the Timbouktu community, through the support of 42 projects selected and implemented by local actors. The Al Mahdi programme is delivered by the ICC through the TFV, on behalf of the International Community. It has been driven by local and community based consultation and decision-making.     📣 🇲🇱 Last week, the Trust Fund for Victims at the ICC formally handed over the main collective reparations’ measures to the authorities and the community of Timbuktu for the victims in the Ahmad Al Faqi Al Mahdi case in Mali, as decided by the Judges at the International Criminal Court. 📍 On 3 October, the Louha monument, symbolising the Koranic tablet in Arabic, was inaugurated by the city’s governor in Diamane Hana square. Following extensive consultations led by TFV partner CFOGRAD, the Timbuktu community determined that the establishment of a place of remembrance was essential to address the harm inflicted by the crimes committed in 2012.   🕊️ Furthermore, the communal commemoration committee, established as part of the reparation process, resolved to build an additional room in the municipal museum to accommodate a permanent exhibition dedicated to Timbuktu's cultural and religious heritage for future generations. This room is now prepared to host the upcoming exhibition.   ⚖️ In accordance with the heritage restoration measures ordered by the judges, the Al Arawani mausoleum, which had been completely destroyed, has been rebuilt by UNESCO a partner of the TFV, and has been returned to its descendants.   ➡️ To ensure the proper conservation of Timbuktu's cultural and religious heritage, the reparations measures also encompassed the rehabilitation of the fences surrounding the mausoleums' cemeteries, as well as the planting of trees to mitigate the encroachment of desert conditions in these areas.   📍With the completion of these measures, the collective reparations process is entering its final phase, scheduled to conclude in December 2025. Going forward, the TFV and its partner CIDEAL Foundation will support 42 projects led by local Timbuktu operators, amounting to €417,000, aimed at alleviating the economic damages resulting from Al Mahdi’s crimes.   🤝 All these measures were implemented with the support of local and national authorities, alongside community and religious representatives in Timbuktu. #Mali #Timbuktu #Reparations #Redress #VictimsRights #Victims #Africa #InternationalCriminalCourt #ICC #Justice #Remembrance
