𝗥𝗲𝗴𝘂𝗹𝗮𝘁𝗶𝗻𝗴 𝗠𝗲𝘁𝗵𝗮𝗻𝗲 𝗘𝗺𝗶𝘀𝘀𝗶𝗼𝗻𝘀 𝗶𝗻 𝗞𝗮𝘇𝗮𝗸𝗵𝘀𝘁𝗮𝗻 Carbon Limits has been addressing methane-related issues in Kazakhstan since 2016 and is very excited to see the progress the country has made in methane management over the past years. On January 29–30 Clean Air Task Force and the International Energy Agency (IEA) held a two-day workshop on “Regulating Methane Emissions in Kazakhstan” where Irina Semykina presented Carbon Limits’ projects in Kazakhstan. The event brought together key regulators—including the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, the Ministry of Energy of the Republic of Kazakhstan, and Zhasyl damu—as well as international organizations such as UNEP International Methane Emissions Observatory - IMEO, IFC - International Finance Corporation, The World Bank, and ICA-Finance AS. Representatives from Kazakhstan’s energy industry—including KazMunayGas, QazaqGaz, Karachaganak Petroleum Operating B.V. (KPO), QARMET, Ассоциация KAZENERGY, and others—also participated. The aim was to define the scope and timeline for developing methane regulations in Kazakhstan. Day 1️⃣ focused on methane regulation in the oil and gas sector. Irina shared insights from the ongoing work on developing a national methane inventory for the sector, a project supported by the OGCI (Oil and Gas Climate Initiative) and carried out in close cooperation with Kazakhstan’s oil and gas operators. Day 2️⃣ was dedicated to coal mine methane mitigation. Irina presented a project, conducted in collaboration with the Ministry of Ecology and Natural Resources and supported by the Global Methane Hub, which serves as a baseline study of methane emissions in Kazakhstan’s coal sector. Both projects represent essential first steps in establishing a methane emissions baseline, which will support Kazakhstan in developing effective regulations. Bringing key decision-makers together allowed participants to align ongoing initiatives, identify overlaps, and highlight potential synergies among various stakeholders.
