The Institute on Taxation and Economic Policy (ITEP) is a non-profit, non-partisan research organization that provides timely, in-depth analyses on the effects of federal, state, and local tax policies. ITEP’s mission is to ensure the nation has a fair and sustainable tax system that raises enough revenue to fund our common priorities, including education, health care, infrastructure and public safety. ITEP researchers use a tax incidence model to produce distributional analyses that not only estimate the revenue impact of current and proposed tax policies but also project the real-life economic effects on taxpayers at every income level. ITEP also examines Fortune 500 companies’ financial filings to provide information to policymakers and the public on corporate tax practices.

Our state policy analyst Eli Byerly-Duke's latest op-ed published in Bloomberg Tax explains why flat taxes favor the wealthiest earners above everyone else: "Proponents often claim that single-rate income taxes will lead to lower taxes overall. This isn’t true for working class families. On average, graduated income taxes in the states tend to ask about the same of middle-income families as single-rate taxes do. For low- and moderate-income workers, flat taxes usually result in higher tax bills than graduated taxes. Of the 10 states that ITEP’s data identifies as the most regressive, eight have either a flat income tax or no income tax at all. A single-rate income tax removes states’ best opportunity to add a progressive element, and the poor end up paying." Read more: https://lnkd.in/eZ4jp3iN
