About us
The Federal Government has always been very keen to procure public assets and development of infrastructure projects by leveraging private sector investment. In year 2006, the Federal Government established Infrastructure Project Development Facility through Ministry of Finance to provide advisory and facilitation services to ministries and other autonomous bodies to structure, develop and procure infrastructure projects through Public Private Partnerships. By virtue of Public Private Partnership Authority Act (No. VIII), 2017 (the, “Act”), the Infrastructure Project Development Facility (IPDF) has been converted into Public Private Partnership Authority (the, “Authority”). The Act mandated the Authority to establish a regulatory framework to attract domestic and foreign private investment in the development of public infrastructure through transparent and fair procurement process. As per the bill PPPA is to execute Public Private Partnership Authority in Pakistan to promote domestic and foreign private investment in infrastructure, to increase availability of public infrastructure, reduce transaction costs, ensure appropriate regulatory control and provide legal and economic mechanism.

This intensive training and examination session took place from October 29 to November 1, 2024. As part of ADB’s Technical Assistance under the "Promoting Sustainable Public-Private Partnerships Program" and the Asia Pacific Project Preparation Facility, this training brought together 18 participants from key government institutions, including the Ministry of IT and Telecom Pakistan, Ministry of Finance, Government of Pakistan, Ministry of Federal Education and Professional Training, Pakistan Railways, National Highway Authority, Special Technology Zones Authority - STZA, and the Capital Development Authority (CDA). We extend our sincere gratitude to ADB for supporting this capacity-building initiative and to all participants for their dedication. Through such initiatives, P3A aims to strengthen Pakistan's development and economic future by enhancing the capabilities of government entities in PPP project planning, procurement, and implementation. Prof. Ahsan Iqbal Chaudhary calls for the exploration of economic opportunities along motorway networks. The Minister emphasized that motorways should fuel economic growth through the establishment of new industrial and tourism zones. NHA instructed to submit a master plan for motorway development within 15 days. The Minister identifies N25 as crucial to Balochistan’s economic foundation. Planning Minister Prof. Ahsan Iqbal presided over a meeting with the Public Private Partnership Authority (P3A) to review the progress of the Sialkot-Kharian and Sukkur-Hyderabad Motorways, with a particular focus on implementing the Prime Minister's directives concerning infrastructure development. Mr. MALIK AHMED, CEO P3A, Secretary Planning Mr. Awais Manzur Sumra, Chairman NHA, Member Infrastructure Waqas Anwar, PhD (Pak), PhD(UK), and senior officers from the Ministry of Planning attended the meeting. Prof. Ahsan Iqbal emphasized the need to resolve any issues hindering the Sialkot-Kharian Motorway project. He directed the National Highway Authority (NHA) to to compile a list of ongoing projects, identifying those expected to be completed within the current year. The Minister also asked for the identification of strategic projects vital for national welfare, with particular emphasis on the N25 project. The Minister said that N25 is vital for the development of Balochistan, and is set to become the backbone of the region's economic progress. Highlighting the importance of motorways beyond their role as transport links, Prof. Ahsan Iqbal urged authorities to adopt a more holistic view. The Minister stressed the need to learn from international examples where infrastructure development has spurred industrial and economic growth. He directed the establishment of industrial parks, tourism spots, picnic areas, and restaurants along the motorway routes to capitalize on economic opportunities. The development of linkage roads to historical sites such as Gandhara and Buddhism trails, including the Alexander Trail near Kallar Kahar, was also discussed to promote tourism and heritage preservation. In line with these directives, a detailed master plan, featuring maps and potential development sites along the motorway routes, is to be prepared and submitted within the next 15 days. Additionally, a meeting will be organized with provincial representatives to discuss and integrate vertical construction projects into the broader national infrastructure framework. These actions represent a significant advancement in utilizing Pakistan's motorway infrastructure for Pakistan’s economic development and welfare.

Planning Minister Prof. Ahsan Iqbal Calls for Overhaul of Local Financing Models for Large Infrastructure Projects Planning Minister Prof. Ahsan Iqbal Chaudhary under the directives of the Prime Minister, chaired a meeting to address the critical challenges in financing large infrastructure projects, citing the urgent need for robust local financial mechanisms, particularly, in face of Interest Rate escalation and Exchange Rate Volatility. The meeting brought together key stakeholders, including Minister for Petroleum Dr. Musadik Malik, Additional Secretary Planning Kamran Rehman Khan, CEO of the Public-Private Partnership Authority (P3A) MALIK AHMED KHAN Advisor to P3A Dr. Nadeem Javaid, PhD and other senior officials from the Ministry. During the session, Dr. Nadeem Javaid presented an in-depth overview of strategic measures to strengthen Public-Private Partnership (PPP) financing in Pakistan. His recommendations emphasized the introduction of flexible financing mechanisms, increased access to hedging instruments like inflation-linked bonds to ensure financial stability, the establishment of contingency funds to manage unforeseen cost escalations, and the implementation of risk-sharing and revenue sharing agreements to balance risks between public and private entities. In response to these proposals, Minister Iqbal directed the formulation of stringent regulations to ensure the responsible use of funds and prevent the misuse of hedging tools. He further called for the creation of a strategic framework to leverage the Public Sector Development Program (PSDP) on an equity basis, to enable more sustainable financing for large-scale infrastructure projects. Minister Iqbal also announced plans to convene a follow-up meeting with key stakeholders to gather feedback and refine the framework. The ultimate goal is to develop a comprehensive solution that addresses the current gaps in local financing models and supports the long-term success of major infrastructure projects in Pakistan. This initiative marks a pivotal step towards establishing a resilient, transparent, and effective financing ecosystem for Pakistan’s large-scale projects, Minister Iqbal stated.
