    The fourth edition of the NATO Resilience Course for Civil Experts, organized jointly by NATO International Staff – Resilience Section and the Euro-Atlantic Resilience Centre (E-ARC), started in Bucharest on October 21st, 2024. This week, 26 experts from different NATO countries will gain knowledge and skills with regard to the seven baseline requirements as defined by NATO and learn about NATO resilience policies and strategies. They are specialists in continuity of government, crisis management, energy, transport, health, communications and other areas of critical importance. At the opening of this edition, Lucian Fătu, the President of E-ARC, emphasized the role of international cooperation in bolstering the resilience of states in the Euro-Atlantic community. Moreover, Lucian Fătu outlined the process of internationalization, whereby the Euro-Atlantic Resilience Centre aims to become a multi-national organization, creating in Bucharest a globally relevant nexus of knowledge and expertise. NATO representatives expressed the appreciation of international partners for the E-ARC`s contribution on this training programme. This courses prepares NATO Civil Experts for NATO Resilience Advisory Support Teams (RAST) and NATO Resilience Expert Consultation (NREC) missions. In addition, NATO Civil Experts also offer advice on Allies’ national efforts to develop and implement their own resilience goals, in order to achieve the Alliance’s Resilience Objectives.

    Resilience in Action: Women’s Leadership in Democratic Communities The role of women in leadership is essential to consolidating democratic resilience, fostering inclusive governance, and ensuring that our societies are equipped to face the challenges of the future. Women leaders bring unique perspectives, strengthen decision-making processes, and contribute to the creation of equitable and sustainable systems. In recognition of this, the Euro-Atlantic Resilience Forum 2024 brought together key voices to discuss the critical importance of empowering women leaders across all sectors. We are pleased to have successfully hosted the round table discussion "Resilience in Action: Women Leaders in Democratic Society" on October 17th at the Palace of Parliament. This event brought together key leaders from government, business, media, and academia to explore the crucial role of women in fostering resilience within democratic societies. The discussion featured significant contributions from notable guests such as: 🔹Simona Bucura-Oprescu, Minister of Labor and Social Solidarity, who emphasized policies designed to support women in the labor market and encourage their participation in political life; 🔹Luminița Popescu, President of the National Agency for Equal Opportunities for Women and Men, who highlighted legislative measures aimed at creating a more inclusive environment; 🔹Ionuț Stroe, Member of Parliament, who underscored the importance of political support for these initiatives. Additionally, we were honored to welcome prominent leaders from the entrepreneurial and academic sectors, including: 🔹Andreea Negru, President of the European Patronage of Women Entrepreneurs; 🔹Ana-Maria Icătoiu, First Vice President of the Women Entrepreneurs' Organization (OFA); 🔹Oana Munteanu, HR Consulting Director at PwC Romania; 🔹Flavia Mirela Barna, Vice Rector of the West University of Timișoara; 🔹Victor Grigorescu, former Minister of Energy and energy consultant; 🔹Andreea Crețulescu, TV moderator; 🔹Oana Marinescu, founder of OMA Vision; 🔹Mihaela Tudor, Tudor Communication; 🔹Amalia Coman, Directorate General for Structural Reform Support; 🔹Silvia Vlăsceanu, Societatea Profesionistelor din Energie din România; 🔹Dragos Seuleanu, Magurele High Tech Cluster and more. Discussions were expertly moderated by Ms. Mihaela Tudorache, the President of the Association Resilience through Technology, a key partner of E-ARC in organising #EARF2024. Their valuable insights contributed to the success and relevance of this important dialogue.     "Assessing state-level resilience in a changing environment" joint panel Bucharest – Brussels 💻 This panel brought together leading experts in resilience measurement alongside policymakers who rely on resilience indexes, measurements, and indicators to make informed decisions and adopt appropriate policies to increase our societies' resilience. Within the current complex threats posed by Russia's aggression on Ukraine and its hybrid war in Europe, the panelists assessed recent progress towards measuring resilience, challenges that lay ahead, and the most proper means to use resilience indexes in designing public policies to tackle identified weaknesses in resilience's key components. The debate was moderated by Mihai Sandu, Deputy Director of the General Romanian Agency for International Development Cooperation (co-moderator), and Juraj Majcin from the European Policy Center, over in Brussels.     - Future Cyber Battlegrounds, hybrid joint panel Bucharest – London - 💻 The roundtable explored the evolving landscape of cyber warfare, emphasizing the impact emerging technologies on societal resilience. The panel addressed the significant influence of AI, IoT, and quantum computing on modern-day conflict, highlighting the urgent need for robust protection strategies for public institutions and civilian infrastructure. The discussion focused on the impact of AI technologies on warfare, proposing the potential formation of a novel battleground, the human mind, under the threat of cognitive warfare. In this context, key topics within the dialogue centred around new forms of digital, personalised learning, and the introduction of human-AI collaborations. 🤝 The debate was moderated by Alexandru Georgescu, on the Romanian front, and Martin Lee, over in London.     𝐌𝐨𝐛𝐢𝐥𝐢𝐭𝐲 𝐚𝐧𝐝 𝐒𝐞𝐜𝐮𝐫𝐢𝐭𝐲: 𝐓𝐫𝐚𝐧𝐬𝐩𝐨𝐫𝐭 𝐑𝐞𝐬𝐢𝐥𝐢𝐞𝐧𝐜𝐞 𝐚𝐧𝐝 𝐂𝐢𝐯𝐢𝐥-𝐌𝐢𝐥𝐢𝐭𝐚𝐫𝐲 𝐂𝐨𝐨𝐩𝐞𝐫𝐚𝐭𝐢𝐨𝐧, 𝐝𝐨𝐮𝐛𝐥𝐞 𝐟𝐨𝐫𝐦𝐚𝐭 𝐁𝐮𝐜𝐡𝐚𝐫𝐞𝐬𝐭 – 𝐖𝐚𝐫𝐬𝐚𝐰 🛡This panel addressed transport capabilities and resilience at NATO’s eastern flank in the context of the Ukraine war.  The first section of debate was dedicated to regional cooperation (duplex 🇷🇴Bucharest – 🇵🇱Warsaw) and the second one focused on interinstitutional cooperation. 🚆Representatives of authorities in the field of transport, NATO and EU officials, experts from academia and major companies in the transport market tackled the challenges in this area such as vulnerabilities and risks faced by Eastern and Central Europe infrastructure, possible solutions to improve civilian and military cross-military connectivity, while facilitating cooperation and the possibilities to contribute to increasing the level of awareness, understanding and visibility of the transport resilience concept. The importance of the north-south transport corridor has also been discussed alongside the necessity of advancing its operational functionality. The debate was moderated by Cristian Pitulice and Radu Oniga. On the 17th October, at a late hour in Bucharest, participants joined us in the panel “Bridging continents: Tech Innovation and Startup Acceleration for a Resilient Defense”, in VTC with Capital Factory, Austin, Texas 🕙. Seasoned speakers and moderators, especially former minister of economy and currently state counselor, Florin Spătaru, discussed key points in transforming an inherited communist-shaped defense industry into an agile and resilient defense ecosystem, learning from Austin’s experience. It covers multifaceted aspects including democratic resilience, countering hybrid warfare and foreign information manipulation, reducing dependencies, and strengthening regional security.
