About us

The Housing & Development Board (HDB) is Singapore's public housing authority and a statutory board under the Ministry of National Development. HDB plans and develops public housing towns that provide Singaporeans with quality homes and living environments. HDB engages in active research and development work to ensure that cost-effectiveness and quality standards are maintained and continually improved upon. Even as HDB towns are provided with various commercial, recreational and social facilities and amenities for the convenience of residents, one of HDB’s key priorities is to ensure that they meet changing needs and circumstances. Through renewal and upgrading programmes, HDB brings new features, facilities and improvements to its older estates and towns to ensure their vibrancy and continued relevance. Another key priority of HDB is the building of cohesive communities within its towns. Living environments are provided with community spaces for residents to mingle and interact. Public housing policies and schemes are formulated not only to meet changing needs and aspirations, but they also support national objectives such as maintaining racial harmony and stronger family ties, and focus on the needs of elderly and those who may be in financial difficulty. In addition, with its network of HDB Branches, HDB ensures that it is well integrated in the daily lives of the community it serves.   • We’re trialling cutting-edge technologies at our BTO projects Garden Waterfront I & II @ Tengah, as part of our Construction Transformation Project (CTP). In partnership with Obayashi Singapore Pte Ltd, CTP aims to achieve a 25% improvement in site productivity compared to other BTO projects. The AI-powered Autonomous Tower Crane with Skyjuster® can automate the lifting and transportation of precast components with a touch of a button. It can also adjust the orientation of suspended components mid-air, reducing the need for manual rope guidance. This speeds up installation of precast components which will enable HDB to build flats faster and safely, compared to traditional construction methods. Crane Machine Guidance technology enables two adjacent cranes to operate safely and simultaneously in a confined space. Using GPS, boom, and LiDAR sensors, the technology provides operators with a bird's-eye view, eliminating the need for traditional walkie-talkie communication with workers. This enables tasks to be carried out safely and with greater precision, in a shorter time. If the trials are successful, we will explore rolling them out to more BTO projects in future.

  • HDB designs for life, partnering with the industry to create quality homes for today’s family and future generations. This year, we presented 26 HDB Awards to recognise the excellent work of our building partners who have helped us deliver quality homes to our buyers.   Rivervale Shores, designed by Surbana Jurong, is HDB’s largest BTO project to date. It features biophilic design elements such as landscaped gardens, quiet trails, and water features, as well as thematic playgrounds which are inspired by the many birds found in the area. Despite the sheer size of the site, almost half of Rivervale Shores is made up of green spaces, which means residents get to enjoy nature at almost every corner. Similarly, Kim Keat Beacon, designed by Kyoob Architects, stands out as a landmark at the edge of Toa Payoh with its bold skyline and striking façade. One unique feature about Kim Keat Beacon is that every floor of the residential blocks has a communal balcony to promote neighbourly interactions. This year, we also presented the inaugural Construction Resilience Recognition to three project teams – Marsiling Grove, Waterway Sunrise II, and West Coast Parkview. They took over BTO projects that had stalled and demonstrated resilience in overcoming severe challenges posed by the COVID-19 pandemic to support HDB’s efforts in meeting our delivery commitments to flat buyers. Our close partnership with our industry partners has enabled us to complete over 10,000 flats across 15 Build-To-Order projects this year (as of end August 2024). We're on track to complete the remaining pandemic-delayed projects by early 2025, while simultaneously ramping up our new flat supply to meet sustained housing demand.   • HDB is scaling up the use of robotics at our Build-To-Order (BTO) sites, after positive on-site trials. From next year, robots will be progressively deployed for painting and skimming works in about half of our new BTO sites. This aims to increase construction productivity with less reliance on manual labour. The robots are equipped with various sensors that enable them to navigate narrow passageways and achieve precise targeting for painting and skimming tasks. To make this technology more accessible, we are partnering suppliers to offer these robotic solutions to our contractors at competitive prices. Scaling up the use of robots in our BTO sites is part of our ongoing efforts to explore innovative solutions with global research and industry partners. We are also working with them to identify and implement other innovative solutions in our sites, such as floor levelling robots and robots that can carry out remote inspections of completed flats.

    Be at home with nature at Plantation Grange – the second BTO project to bloom in Tengah, our newest town.   🌳The building façade is designed with a stylised grid pattern to mimic plantation strips.   🚶♀️Residents can take walks around the landscaped deck or the adjacent common green space, or use various fitness stations and plantation-themed playgrounds located there.

    Despite the unprecedented challenges caused by the COVID-19 pandemic, HDB has worked tirelessly with our industry partners to catch up on lost time and complete homes for Singaporeans. As of August 2024, we’ve completed 10,500 flats across 15 projects this year, including 14 projects delayed by the pandemic. With this, 94% of HDB’s pandemic-delayed projects are now completed. We remain on track to deliver the remaining pandemic-delayed projects in the next six months, without compromising on quality and safety.

    Since 2018, HDB has been developing Town Design Guides and we have since completed guides for more than half of our towns. These chronicle each town’s history, vision, and distinct character, serving as a useful reference for our partners in designing new developments and rejuvenation projects for a town. For example, the guide for Pasir Ris sets out how developments are inspired by nature and the sea, guiding designers and developers to align with this overall vision. This vision will be realised in the planned block and precinct upgrading works at Pasir Ris Street 53, where the design of new amenities draw inspiration from Sungei Api Api and the red brick façade of existing HDB blocks nearby. Similarly, the Guide for Queenstown aims to preserve the unique character and rich heritage of its various estates. In Tanglin Halt, the sub-theme “Charming Heartland by the Rail” pays homage to how the former Malayan railway trains used to stop near the estate, as well as cherished elements of iconic spaces and buildings there. The Town Design Guides, previously only shared with our industry partners, are now available on the HDB InfoWEB: https://lnkd.in/gDZEBxy9. This will enable more people, including our residents, to gain a deeper understanding of how each HDB town’s history, terrain, and existing developments can inform the way its developments are designed to strengthen their respective unique identities.
