    No wonder solar panels are popping up on balconies and verandahs! With prices as low as 10 to 12 cents per watt, it's time to put solar energy everywhere. A 500-watt panel for just $50 is practically as cheap as chips! A single 500-watt system generates 1.5 kWh a day—the daily per capita electricity consumption in Cambodia(1.5 kWh) and nearly half of India’s (3.5 kWh). One or two panels could meet a person’s daily energy needs. Sure, batteries and systems come into play, but a $50 panel can power a classroom during the day for free, lasting over 20 years. That’s an incredible opportunity!     Despite ambitious plans to expand access to renewable energy through the Direct Power Purchase Agreement (DPPA) mechanism, Vietnam’s efforts are facing significant delays due to bureaucratic challenges. Since the release of the DPPA Decree in July 2024, no formal applications have been submitted to participate in the scheme. 🚧 1. Key Challenges: Bureaucratic Hurdles Stall DPPA Progress — No formal applications have been submitted for participation in the DPPA scheme. — Despite the Ministry of Industry and Trade and EVN’s July 2024 guidelines, stakeholders are still finalizing documents, including cost calculations and system usage fees. — The Electricity Regulatory Authority of Vietnam is working to streamline participation, but progress remains slow. 🏭 2. Expansion of the DPPA Mechanism: Aiming to Include Smaller Businesses — In parallel, Prime Minister Pham Minh Chinh has issued new directives aimed at broadening the DPPA’s reach. — Initially limited to large electricity consumers (those using over 200,000 kWh per month), the DPPA will now allow smaller export-oriented businesses to access renewable energy. — The directive aims to meet the rising demand for clean energy, particularly in markets with stringent environmental standards. — The goal is to create a more transparent and accessible electricity market, supporting sustainable supply chains for Vietnam’s exports. ☀️ 3. Review of Power Development Plan 8 (PDP8): Accelerating Renewable Integration — The Prime Minister has tasked Deputy Prime Ministers Tran Hong Ha and Bui Thanh Son with expediting the review and update of PDP8. — The revised plan, due by October 2024, will ensure that the national power system can accommodate more renewable energy projects. ⚡️ 4. The organization has been unable to sell electricity at prices high enough to cover rising expenses. 💸 1. Financial Losses: EVN's Struggles — EVN recorded a net loss of approx. VND 21.8 trillion ($890 million) for 2023, primarily driven by soaring production costs. The overall operating loss amounted to VND 34.2 trillion, but other related revenues brought the final loss figure down. — The average production cost in 2023 was VND 2,088.9 per kWh, while EVN could only sell at VND 1,953.57 per kWh, reflecting a significant gap between cost and revenue. This structure—"buying high, selling low"—has compounded the company’s losses. — Over 2022 and 2023, EVN accumulated losses exceeding VND 70 trillion ($3 billion), and even after accounting for other income, the figure remains close to VND 50 trillion. The situation is further aggravated by an additional VND 18 trillion ($735 million) in exchange rate discrepancies from electricity purchase agreements. 📈 2. Rising Power Generation Costs: The Main Culprit — The cost of generating electricity surged by 7.06% in 2023 compared to 2022. This increase was mainly attributed to the rising share of expensive power sources like coal, renewable energy, and oil-fired power. Hydropower output, typically cheaper, dropped significantly due to unfavorable weather conditions, forcing EVN to rely on more expensive alternatives. — While renewable energy, especially solar and wind, saw notable growth; coal remained the dominant and expensive energy source. Coal-fired electricity increased by 29.67%, far outpacing renewable energy growth. This shift in energy mix pushed generation costs even higher. 🕸️ 3. Debt Web: Complicating the Situation — The financial strain is evident also in EVN's ecosystem. Subsidiaries and partners, such as PV Power and PV GAS, have substantial unpaid invoices. As of mid-2024, PV Power reported owing EVN totaling over VND 11 trillion. This chain of unpaid debts highlights liquidity and financial strain across Vietnam’s power sector. 🧐 4. Strategic Outlook: Systematic Overhaul & Renewable Integration — Apart from it management inefficiencies, EVN's losses reveal structural issues tied to Vietnam’s energy policy. The mismatch between market-driven input costs and regulated output prices is the key bottleneck. This is not just an EVN problem; it’s a systemic issue that demands urgent government attention. — Although renewable energy sources, the pace of their integration remains slow compared to the rapid increase in coal consumption. Client Demands for Renewable Energy Vietnamese exporters are racing against time: Buyers, especially in the EU and U.S., demand exporters to incorporate renewable energy into their operations to continue trading. Some are already seeking alternative suppliers in other countries. Without a clearer policy framework, Vietnamese factories risk losing orders to competitors. 🏭 2. Two Options for Factories: — Participating in Direct Power Purchase Agreements (DPPA): This option is limited to large factories consuming at least 200,000 kWh per month, with only 7,000 businesses qualifying. — Installing their own rooftop solar system: A more feasible option for most factories, but progress is hindered by policy barriers and unclear regulations. 🚧 3. Policy and Regulatory Roadblocks: — Limited Capacity for Rooftop Solar: Vietnam’s Power Plan VIII caps new rooftop solar capacity at 2,600 MW by 2030, with significant discrepancies in allocations across provinces. For example, Hải Phòng's allocation of 107 MW falls far short of the 400 MW demand from its industrial parks. — Conflicting Guidelines: Inconsistent language in regulations leaves businesses unclear on whether rooftop solar capacity is "unlimited" or "capped". — Zoning Restrictions: Regions like the Red River Delta and Southeast Vietnam face development limitations under the National Master Plan, hampering their renewable energy targets. 💰 4. Investment and Collaboration Issues: Many factories lack the necessary manpower, expertise, or capital to install solar panels. While solar companies are ready to partner by providing and maintaining the systems, the Ministry of Industry and Trade (MOIT) classifies this as electricity trading rather than self-consumption, complicating approvals. 🤯 5. Impact on Solar Companies: Solar firms are frustrated by delays and regulatory hurdles, leading some to explore opportunities abroad, such as in Cambodia, where policies are perceived as more business-friendly. 🧐 6. Final Thoughts: While discussions around allowing partial sales of excess solar power back to the grid are underway, exporters urgently need to install renewable systems to secure contracts. Without swift policy action, Vietnam’s export competitiveness could erode in key markets. After all, Vietnam’s solar power policy is at a critical juncture.
