Can someone explain to me how an enemy faction can have 5 ships with a maintenance cost of around $30 as well as 6 more with $10-20, have insane defences that can't be defeated meanwhile only having a handful of towns and cities? It just seems like I am instantly overwhelmed by enemy forces cause I can't afford defences for my bases or airships, enemies can repair massive damage instantly as long as they're on a city whilst I have to wait for even the most minor repairs.
