You can have one of each type, one National, one Tribal. But yes, also a good question.

No, but I had an alliance with another tribe, gobbled up a barbarian site. That alliance is no longer valid. Before this I could see what the problem was I had to solve to implement the alliance, now it does only give major alliance as an option.

Yes, training and orders are in stock.

Good questions by the way guys. If I press shift and hoover over tribal alliance the diplomat is red. But the leader is a diplomat.

The problem seems solved as another leader being a diplomat had the tribal alliance option, while saving 400 shields he died, but the option was there.
