I have completed the third keepers trial and it is Winter time but no Hoggers or Penny the house Elf? NO quest marker in HogsMeade

Do you have mods by any chance? Mods are known to sometimes stop this quest from appearing. Make sure your mod folder is empty before booting up the game. This solved the problem for me and a lot of others.

So, I removed the mods and I now have the quest. Thanks Bunches! It worked!!
