Game seems to run better on lower spec PCs.

disagree about the gameplay, new world have the best shooters on steam

once the fps issue is fixed i'd change my review to positive in a heart beat

Fully agree,but you forget about very casual COD like gameplay.BTW i have GTX 1060 and I5,aaaaand that game have 10-25 FPS.

GTX 970 and an I5
Can run all the other NW games at 4k

I maintain 60 fps when facing forward, but whenever I have to turn it drops and stutters to below 20 for a few second as if it's re-rendering everything.

Textures and models can take a while to load if you're using a slow hard drive. But it also sounds like you need a better rig altogether.
