Can Farengar sell this and both the resurrect spells from your other mod? I always buy everything from him, he is one of the best merchants and always buys stolen goods too.

Depends. It helps against Saguinae Vampinaris (or whatever it's called), but when you're a full-fledged vampire, you have to cure yourself through a quest.

i hate the Aldmeri Dominion in any form i did a few betas with tso it seemed a little dull compared to skyrim and oblivion by my opinion

Borderline theft.. meh.. most f2p games are way more evil.. it's not that bad spending ~12€ (~13$) on a game every month you spend the most of your free time with. Most f2p games take more of your money, even though they are "free".. especially in end game.
(Aah, I remember the good ol' times in Forsaken World... *cough*)

Not as satisfying as it'd've been to Fus Ro Dah the beloved Annoying Fan from Oblivion off the White Gold Tower.. and to spawn dozens of cows to celebrate! (Been there, done that. Kinda. At least the cow-part.)

Funny tho, in Skyrim I despised the Thalmor, but now in Elder Scrolls Online I'm a proud member of the Aldmeri Dominion... although I had the unconscious urge to burn those Thalmor I saw to ash.

i actually like the fact that my armor and weapons don't break.... it was kinda annoying and expensive..... i always hated that the worlds were open world.... in the territory of skyrim.... well that completely ruined my idea of beheading the thalmer king/Queen (because we dont know which gender, and its one hell of an insult)

i dare everyone to dragon shout at Elywn, and tell me its not satisfying

A lot of things changed during the timeline of TES-Games.. after all, Oblivions Mysticism and Spellmaking are gone, too. Well.. there'll surely be some more TES's out there, so let's just hope I don't have to create this mod for TES:VI again :D

makes sense, if you can make a potion to cure disease, use a shrine, and you can use magic to heal yourself..... it makes sense to have a cure disease spell...

sometimes it seems like bethesda doesn't even try

Well, it did not raise your skill. I've thought about the gain a bit, and since Restoration is a pain in the buttocks to increase I've made this skill an easy way to raise Restoration.
As for the actual in game increase, I'm not that sure if it isn't way too fast. If it feels too fast or even too slow for you, please say so! I'll see to adjust accordingly.

Honestly.. I don't know for sure. It should since the cost is calculated automatically (Skill increase for Magic-based Skills is calculated via Magicka-Cost), but the game is kinda picky when it comes to increasing at all, since the use of Magicka has to be... "useful"... meaning healing without having suffered any damage won't increase your skill for example. Since determining the usefulness of cleansing is kinda hard, I don't really know yet how exactly it's handled ingame. I'll test it later and see if I have to adjust it accordingly.

@Dray: just a question, can this spell be cast on to other NPC? or maybe use the srcolls instead to cure other NPC's?

The easiest way to get it is to go to Winterhold and make your way down to the "isle" the College stands on. It is rather hidden, so you may have to go around a bit, I've put it in a little niche next to a glacier. (On the map, it is a bit south of the icon for the College of Winterhold)

It should be showing up when you're at least Adept in Restoration, at least it shows up for me then.
Tho I could surely add it permanently and unconditionally to some merchants bag, wouldn't be game-breaking after all.
