Funny tho, in Skyrim I despised the Thalmor, but now in Elder Scrolls Online I'm a proud member of the Aldmeri Dominion... although I had the unconscious urge to burn those Thalmor I saw to ash.

As for the actual in game increase, I'm not that sure if it isn't way too fast. If it feels too fast or even too slow for you, please say so! I'll see to adjust accordingly.
As I usually play without any followers or whatever the idea of curing other never really crossed my mind, but I can see why you want to.
The easiest way to get it is to go to Winterhold and make your way down to the "isle" the College stands on. It is rather hidden, so you may have to go around a bit, I've put it in a little niche next to a glacier. (On the map, it is a bit south of the icon for the College of Winterhold)
Tho I could surely add it permanently and unconditionally to some merchants bag, wouldn't be game-breaking after all.
