Ive had this happen a few times. Do you open the mod list and every single item is marked as Downloading...?

Nope, it wouldn't display as downloading at all. I fixed it by deleting the workshop file, but it made me have to redownload everything

Im currently dealing with this issue, my game kelp crashing when starting it up. Not sure if it was a mod updating or something but it started 2 days ago. I reinstalled rimworld and all was fine. ven reinstalled my mods after some point. they loaded fin then i added just two more and then i got a crash box again. I deleted those mods more and more but still kelp getting the crash box. Now after reinstalling rimword again. Its not downloading mods. just starts vanilla and see mods fownloading but never does anything on steam.

Update. Fixed it by reverting game version and back to current. Downloading normally

When this happens I usually fix it by unsubscribing from the mod, restarting Steam and Rimworld, then subscribing to the mod again. This ensures the files are refreshed. This only seems to occur when I've been messing with files though.
