You need to use the diving gun shot, and also use the order of Spindodge -> Double Jump to maintain that momentum. Once you hit the wall you can then use the air stinger to hit the spider, and then after doing that, jump into the balloon, and then do the wall kick, after which another air stinger to hit the 2nd spider, and then another to hit the third.

At first I thought the stinger wasn't coming out for the last part but then I found out that it's because I used a spin-dodge before the first two stingers. That one part where it says basic reading comprehension is required really starts to make more sense now because I only found out after reading the sign a second time after many failed attempts.
