Go to Settings on Apple TV, then go to General > Restrictions.
Enter the passcode, then set Restrictions to Off.

If you use Family Sharing, you can also use your iPhone or iPad to limit the content your family members can buy — including enabling Ask to Buy, which lets your kids purchase items only with parental approval. For more information, see Set up parental controls with Family Sharing in the iPhone User Guide.
Note: Restrictions may not apply to third-party apps. To restrict third-party content, adjust the settings for the individual apps either inside the app itself or in the Apps section of Settings . See Adjust settings for specific apps on Apple TV.
