‘New net metering rules threat to solar power investments’
Panaji: The move to restrict net metering for solar projects to a maximum of 500kWp has sparked consternation across the state, as many industrial units invested in large-capacity solar power projects. Industry stakeholders said that the restriction undermines efforts to promote sustainable and clean energy solutions.
The 500kWp cap on net metering is part of the Joint Electricity Regulation Commission’s Solar Photovoltaic Grid Interactive System based on Net Metering & Gross Metering (First Amendment) Regulations for solar power generation projects. Goa Chamber of Commerce and Industry (GCCI) has decided to challenge JERC’s rules that were introduced last year.
“Many HT consumers already initiated solar power projects exceeding 500kWp based on the earlier provisions. These projects are at various stages of implementation, including procurement, installation and commissioning. The immediate effect of the amended regulations jeopardises these investments, leading to potential project delays or cancellations,” said GCCI director general Sanjay Amonkar.
The amendment, which restricts net metering for solar projects to a maximum of 500kWp, irrespective of the sanctioned load, affects HT consumers, such as businesses and industries. Industrialists said that the rules were amended without consultation, adequate notice or a transition period.
“A draft notification inviting public suggestions would have allowed for constructive inputs and ensured a smoother transition. The cap of 500kWp discourages large consumers from adopting renewable energy at scale, countering govt’s efforts to promote sustainable and clean energy solutions,” said Amonkar.
The GCCI has written to the JERC and to the power department asking the authorities to withdraw the amendment or put the regulations on hold till Dec. The GCCI has also asked the JERC to gather inputs from consumers, industries and other stakeholders to ensure that the revised regulations align with the efforts to promote renewable energy.
“Accommodating these requests will safeguard the investments made by industries in solar power and encourage wider adoption of clean energy in the state,” said Amonkar.
