NGO Anti-Corruption Headquarters was founded in 2014. The members of the organization are united by common values, such as zero tolerance for corruption, patriotism and the desire to work for the benefit of Ukraine. In our work we adhere to the principles of professionalism and team-work. We work to get people involved in the anti-corruption movement and have a wide network of regional coordinators. The biggest projects of the Anti-Corruption Headquarters are: - Anti-Corruption Repair Map is a unique online tool for public control over budget expenditures on repairs. The map operates successfully on all of Ukraine`s territory and is automatically filled with public procurement data from the ProZorro platform. It was already presented in 12 cities and our team opened 4 criminal proceedings after the discovered theft of funds and returned more than UAH 2 million to the city budgets; - "Hidden Interests" - a site-based platform that consists of two components: 1) a database of companies associated with MPs and officials and their families, and 2) an automatic document analyzer. This resource streamlines the process of conflict of interest detection and facilitates investigative reporting. We collected the information on 1,193 MPs and other officials affiliated with 5043 companies. This tool has revealed 7 real conflicts of interest based on results of an automated analyzer. - Taras Civil Servant is an innovative chat-bot that simplifies the process of filling out electronic declarations and reduces the number of errors. Taras helped more than 5 thousand people in filling in the declarations. It has been presented in 7 regions, reaching about 1355 civil servants, police, prosecutors and other declarants.

    ✍️ Over two dozen civil society organizations have joined forces to preserve Ukraine's cultural heritage, which is suffering damage and destruction from enemy actions. They have signed a cooperation letter. 💬 "A damaged house can be repaired or you can move to a new one. However, when cultural heritage is destroyed, it doesn't work that way. The Russians are deliberately destroying our identity, so we must unite to, first, understand how to assess these damages, and second, hold the aggressor accountable," said Serhii Mytkalyk, Head of the Board of the Anti-Corruption Headquarters NGO. We are coming together to: ✅ Establish a systematic process for documenting the destruction of cultural sites; ✅ Inform Ukrainians and the world about damaged and destroyed cultural sites; ✅ Gather evidence of the cultural genocide perpetrated by Russia; ✅ Raise funds for the restoration of cultural infrastructure. 📲 To document the damaged and destroyed infrastructure, the Anti-Corruption Headquarters uses modern technologies and solutions (including Truepic technology). 👥 We are open to networking and information exchange with all interested parties in documenting the damage to cultural infrastructure from all regions of Ukraine.

    Did you know that the defense of Kursk is under the command of the same Russian Colonel General Alexander Lapin, who failed to defend Kharkiv during the Ukrainian counteroffensive in 2022? Previously, Kadyrov and Prigozhin (while he was still alive) had already called for Lapin’s dismissal from commanding the Russian military group "Center" 🤡 Instead of being punished, Lapin was assigned to guard the border with another unit. Now, captured conscripts, Z-war correspondents, and other Russians blame him for the loss of territories in the Kursk region.     In recent days, social media feeds have been flooded with scandalous information about "Okhmatdyt" tenders, where prices have been inflated to exorbitant levels. The situation has gained significant publicity, with activists, the public, and the media closely monitoring every penny donated for reconstruction. "The charitable foundation organized a tender that attracted a record number of construction companies – 14. However, the foundation evaluated only the three most expensive companies. This is not a saving of charitable funds, but rather signs of possible fraud. Due to high public attention, this tender was successfully canceled. But this is only what journalists, experts, and society have noticed. There are many other questionable tenders, such as engineering consultant supervision. In the context of the inefficiency of law enforcement agencies, particularly the police, public exposure, and transparency remain the best tools to prevent such incidents," notes Serhiі Mytkalyk, head of the "Anti-Corruption Headquarters." The procurement was stopped in time, so it is too early to conclude the corrupt intentions of the children's hospital management. Thanks to the fact that the donors' funds were transferred to the medical institution, law enforcement agencies will have more leverage to respond to procurement procedure violations.

    On July 11th, the perpetrator of a fatal traffic accident, who had been wanted for over five years, was apprehended. The man was accidentally spotted by the son of the deceased, Mykola Andruschenko, who was on his way to court for this case. The Supreme Court sentenced the perpetrator to 4 years in prison and a 2-year suspension of his driver's license for hitting and killing a woman at a pedestrian crossing in 2019. The perpetrator was driving at 120-140 km/h. For half a year after the court's verdict came into force, the man evaded arrest, and the police sabotaged the process. According to Mykola Andruschenko, the killer lived at his home and was seen by neighbors. However, the perpetrator's wife claimed to the police that he was not at home. On July 11th, the perpetrator was involved in a minor accident and was standing with the police during the documentation of the incident. At that moment, Mr. Andruschenko was on his way to court for the case of his mother's murder. Only when Mykola showed the patrol of the Holosiiv Police Department of the National Police in Kyiv that the perpetrator's full name in the wanted notice on the Ministry of Internal Affairs website the perpetrator of the fatal accident was arrested. He is currently in custody. Lawyers of the NGO Anti-Corruption Headquarters considered the Andruschenko family's appeal regarding the police's inaction in this case. We hope for a just conclusion to this story.

    🧰 After the community has begun analyzing the sources of potential corruption risks, it is necessary to determine the methods and tools for collecting information. In general, collection methods can be divided into internal and external 🔄 Internal methods include:  👤 Anonymous surveys of employees of institutions; 🗣️ Interviews with employees of institutions; 👥 Group discussions of corruption risks; 🕵️ Observation of the activities of employees of institutions at their workplaces; 📑 Monitoring of gaps and shortcomings in documents that can be used as corruption tools. External methods include:  👥 Anonymous surveys of community representatives and business entities; 🗣️ Individual interviews with those who have used the services of a government agency; 📊 Analysis of independent research on the work of the institution; 📰 Monitoring and analysis of information from the media and social networks about the activities of the institution. 📝 After processing these steps, it is necessary to draw up a Plan for identifying the sources of corruption risks. In the next post, we will talk about identifying and describing corruption risks. The development of anti-corruption programs is carried out within the framework of the project "Development of Effective Tools for Ensuring Transparent and Accountable Activities in 5 Communities" with the support of the National Democratic Institute (NDI)

    Myronivka City Council issued an order to establish a working group for assessing corruption risks in the community. Mayor of Myronivka, Vitalii Savenko, signed a document that will promote transparent and accountable activities of the Myronivka City Council. He made this decision thanks to the appeal of local self-government members and a letter from the NGO Anti-Corruption Headquarters. "High-quality preparation and responsible implementation of the anti-corruption program is the key to creating an effective system for preventing and combating corruption in all areas of activity of government bodies and increasing the level of public trust in them," the NACP Integrity Building Office notes. The decision of the Myronivka City Council is a good start for future activities in the field of corruption prevention. We remind you that such development of anti-corruption programs is carried out within the framework of the project "Development of Effective Tools for Ensuring Transparent and Accountable Activities in 5 Communities" with the support of the National Democratic Institute (NDI).

    The five communities participating in the Anti-Corruption Headquarters project continue to work on the Anti-Corruption Program development. ☝🏼 The core of the Anti-Corruption Program is a corruption risk assessment. Today, we are explaining the complex in simple terms. What are the stages of corruption risk assessment? 🔸 Preparation (formation of a working group and determination of areas in which corruption risks will be assessed); 🔸 Identification of corruption risks; detailing and describing them; 🔸 Development of measures to influence them; monitoring and the anti-corruption program review. Who conducts the corruption risk assessment? A working group has been established to develop an assessment of the corruption risks specific to each community. What areas can a corruption risk assessment cover? 🔹 Land relations; 🔹 Urban development; 🔹 Management of municipal real estate; 🔹 Public procurement; 🔹 Socio-economic infrastructure; 🔹 Anti-corruption work in the community and others.     👨⚖️ The investigative judge of the Oktiabrskyi District Court of Poltava has seized documents from the district military medical commissions in the Poltava region. The basis for this decision was research materials from the National Agency for the Prevention of Corruption and an investigation by the Main Investigation Department of the National Police in the Poltava region. 📈 According to the Agency's findings, the highest percentage (20%) of those who underwent military medical commission examination and were subsequently found unfit for service in the Armed Forces of Ukraine was identified in the Poltava region. The region is among the top five where the number of people recognized as partially fit was recorded out of the total number of those who underwent the commission. ⚠️ According to the investigation, employees of the regional military medical commissions, while recognizing individuals as partially fit or unfit for military service, allegedly received bribes for their illegal actions. The pre-trial investigation continues, and the presence of false information in the medical documentation of conscripts, falsified grounds for applying articles of the schedule of diseases, and physical defects that determine a person's fitness for military service and removal from military registration are being established.

    👉 Deputy Prosecutor General of Ukraine Dmytro Verbytskyi lives in an elite townhouse, which his nephew purchased under a power of attorney for more than UAH 2 million, 6 times cheaper than the market value. This was discovered by Skhemy journalists. 📃 They found out that on October 26, 2023, Viktor Pavilch, the owner of a townhouse in the Konyk cottage community in Kyiv, issued a power of attorney to Verbytskyi's nephew Yevhen to represent him. The next day, Yevhen registered the ownership of the townhouse, along with the land, in Pavilch's name. 💰The amount of the transaction was: 2 million hryvnias for the house and 800 thousand hryvnias for the land, while the market price of the same townhouse is about 470 thousand dollars (over 18.5 million hryvnias). Dmytro Verbytskyi was present at the signing of the agreement, as evidenced by the surveillance footage from the cottage community that day. 🤔 Since May 2020, the SBI has been investigating criminal proceedings against the developer of this cottage community, in which the Prosecutor General's Office, where Verbytskyi is the deputy head, provides procedural guidance. ✔️ According to Skhemy's sources in law enforcement, no investigative actions have been carried out in this proceeding over the past year, and there have been no notices of suspicion.
