However, concerns around data privacy, bias, and ethical implications remain. This is a big step for care leavers. We welcome the government’s decision to exempt care leavers up to 25 years of age from local connection rules when applying for social housing. This critical policy shift was promised in the children's social care strategy, Stable Homes, Built on Love, and aims to reduce homelessness and offer much-needed stability to care experienced individuals. It’s a significant victory, but the work continues. Despite the number of DoLS applications received being up 11% in 2023-24, council teams managed to process a record 323,870 cases, an increase of 12% in 2023-24. In addition to this, the timeframes for which cases remain open have decreased and the number of uncompleted applications have also been reduced. "While the average duration of cases remained well above the 21-day statutory timeframe for standard DoLS applications, it fell from 156 to 144 days from 2022-23 to 2023-24.
