    Despite the number of DoLS applications received being up 11% in 2023-24, council teams managed to process a record 323,870 cases, an increase of 12% in 2023-24. In addition to this, the timeframes for which cases remain open have decreased and the number of uncompleted applications have also been reduced. "While the average duration of cases remained well above the 21-day statutory timeframe for standard DoLS applications, it fell from 156 to 144 days from 2022-23 to 2023-24.     From the Association of Directors of Adult Social Services (ADASS) Spring Survey and partner briefing, we understand that there is a desire among Directors to focus more on preventative services to stop issues from escalating early on. However, only 29% are strategically investing in this. Ray Hill, one of our dedicated Quality Assurers, shares his journey and struggles with autism, dyslexia, a hearing impairment, bullying, and more in this compelling and honest memoir. He challenges many stigmas that people still face today and delves into the long-lasting impact this can have on an individual, which we know will resonate with many who work within social care and those who draw on our services.     We are pleased to see the new minister for Department for Education (DfE) will have a more narrowed focus within Children's Social Care. Janet Daby, with direct experience from practice, has been appointed the new Minister for the Department of Education, along with a new brief of responsibilities more focused on children's social care. She will be dividing the previous responsibiliites of SEND, early years and childcare, online safety, and children's mental health among other DfE colleagues. "This leaves Daby with oversight over all aspects of children’s social care, local authority improvement in relation to children’s services, family support and parenting and family hubs, the local support centres for families set up by the Conservatives."     In the midst of previous speculation of possible delays to adult social care charging reforms, the government has now scrapped the planned cap on care costs altogether. The reforms were originally set to be implemented in October 2025, a date set by the previous government, but Chancellor Rachel Reeves claimed that the government was due to overspend budgets by £21.9bn by the end of 2024-25, and that cancelling these reforms would save £1.1bn by the end of 2025-26. The reforms involved:  ☑ Putting an £86,000 cap on people’s lifetime liabilities for their personal care ☑ Enabling self-funders to request their council arrange a care home placement for them to benefit from typically lower rates that councils pay for care ☑ Funding councils to pay providers a 'fair cost of care' to avoid the removal of the self-funder subsidy ☑ Raising the upper and lower capital thresholds from £23,500 to £100,000 and £14,250 to £20,000 respectively. In an analysis for the CCN, the estimated costs to implement the reforms had increased and combined with the forecasted need for an additional 4443 social work staff and 700 financial assessors to support this additional workload, "86% of councils said they were not well prepared to implement the reforms and 92% backed a delay of a year or more."     Attenti worked with Powys County Council to reduce their waiting list and improve the experience of those in receipt of care. All work was completed to a Powys County Council best practice standard with a 94% first-time approval rating.     Adult Social Care Services currently face the challenge of meeting increasing complexity and the desire to increase early support and preventative investment. Here are some of the reasons why Directors should be supported in the latter with benefits extending much further than their departments and the NHS. Apologies in advance for the long list... ·       Research in Wales demonstrated that despite austerity, local authorities managed to increase social services expenditure by 6.5% in real terms between 2010 and 2018, highlighting the prioritisation and impact of preventative social care measures. This investment has helped mitigate the effects of budget cuts in other areas. ·       The Department of Health found that reablement services resulted in an average cost saving of £2,000 per person within the first year of implementation. ·       Reablement services are estimated to save £3,000 per person by reducing the need for ongoing social care and hospital readmissions. ·       SCIE state that approximately 62% of individuals who received reablement services did not require any further social care support after six to twelve weeks of intervention. A study showed that 58% of people who used reablement services maintained or improved their levels of independence during the intervention period. ·       A study published in the Journal of Integrated Care indicated that reablement services reduced the need for home care by 28% and for residential care by 10% over a two-year period. ·       A current early intervention programme has generated a financial benefit of £26.7 million for the local health and social care system. The approach has prevented over 10,000 unnecessary hospital admissions in one year. This approach, which includes comprehensive community health and social care services, has also saved 90,000 bed days annually. ·       Multiple studies demonstrate the huge benefits to individuals. Early intervention, education, and support services help individuals to maintain independence and continue doing they things that they value, for longer. ·       Mental health early support hubs have demonstrated positive results. Early intervention can significantly reduce the likelihood of severe mental health issues developing later. It is estimated that around 50% of mental health conditions are established by age 14, and 75% by age 24. ·       Public Health interventions typically show a return of £4 to every £1 spent. ·       Preventive measures already have a track record of success, contributing to a reduction in cardiovascular disease mortality in high-income countries by 50-75%. ·       The economic benefits of health improvements of this size are estimated to be worth £9.3 trillion by 2040, around an 8% increase in global GDP.

    Attenti provided support to Northumberland County Council to reduce their DoLS waiting lists. We designed a bespoke programme to complete 400 DoLS assessments which resulted in an average 95% first-time approval rate, which meant minimal time spent by managers overseeing the work and requesting corrections.
