About us
Led by the Cheshire and Merseyside Directors of Public Health, Champs Public Health Collaborative works across the nine Local Authorities in Cheshire and Merseyside. The Collaborative enables resources to be shared and public health initiatives to be delivered across a larger area, improving local health outcomes for its population of 2.5 million people. The Collaborative delivers a number of priorities in partnership with Public Health England North West and the NHS in Cheshire and Merseyside. The Champs Support Team lead, facilitate and enable the delivery of the priorities with local public health teams and partners. The Collaborative is responsible for enabling system leadership, collaborative commissioning, sector led improvement, finance, CPD/events and communications, mental wellbeing and public health intelligence.

The Collaborative's unique model for improving health and wellbeing in Cheshire and Merseyside has been highlighted in a report from the The King's Fund supported by The Health Foundation ‘Public health and population health – Leading together’ focuses on public health and population health leadership and explores various models that different areas have adopted. The model has been praised as an 'example of distributed, shared and aligned leadership between population health and public health' which 'works well since there is a high level of trust, and clarity over role and purpose'. 65% of people in the North West support a ban on smoking in outdoor hospitality settings, according to the 2024 ASH/Yougov survey. Responding reports of a U-turn on this issue, Dr Sarah McNulty, Lead Director for Smokefree Cheshire and Merseyside said: “The Tobacco and Vapes Bill provides a unique opportunity to create a smokefree generation and tackle youth vaping. Since the Government committed to reintroduce the bill in July, a further 35,000 young adults aged 18 to 25 have taken up smoking, so there is no time to waste in bringing about this historic legislation. “The prospect of a U-turn on a proposed extension of the bill relating to outdoor smoking is disappointing. The public, including the health community and those impacted by smoking-related disease, should be given a say. This debate should be held in public via a consultation, not behind closed doors.” #AllTogetherSmokefree

A project from Champs Public Health Collaborative is helping vulnerable people with co-occurring alcohol dependence and mental health conditions. By improving the integration of care for patients with alcohol dependence and mental health diagnoses, the programme avoids people falling between gaps in provision of the two. The project, which is a collaboration with Liverpool University Hospitals NHS Foundation Trust and Mersey Care NHS Foundation Trust, has been shortlisted for an RSPH Health & Wellbeing Award in the Mental Health & Wellbeing category. We're pleased that new legislation to ban the sale of single-use vapes from June 1st 2025 has now been laid in Parliament. Dr Sarah McNulty, Lead Director of Public Health for Cheshire and Merseyside Smokefree said: “The Cheshire and Merseyside Directors of Public and Population Health called for a ban on disposable vapes in July 2023, so this government action to bring the ban into force is welcome."
