Our team had an incredible time at the #DCNConference! From insightful sessions on Housing, Devolution, Local Government Reform, and the human side of change, it was fantastic to hear valuable perspectives from our team. A big thank you to everyone who connected with us—it was an inspiring couple of days spent with some truly brilliant minds! #dcnconf2025 #WeArePenna
'You can't be an algorithm with a pulse!' 'Growth starts at a local level.' 'Recognise that the system you might be trying to optimise might no longer be fit for purpose.' 'You are only as good as the people that work with you.' 'People will more likely to trust you if they see themselves represented in their leadership.' These are just a few of the statements that really stuck with me today during Day 2 of the DCN Conference. Some thoughts below: 🏡Housing and Housing... Can we really build our way out of the housing crisis? Not if infrastructure and affordability aren’t prioritised. Temporary accommodation (TA) costs are spiralling, with councils spending millions on hotels while waiting for permanent solutions. Investing again in Council homes - at a scalable level -could be a route.. 1.5 million new homes? Without clear targets for affordable housing, this risks being an empty number. Right to Buy seems a major blocker? Should it be reconsidered to protect local housing stock? Developers benefit from 100000s planning permissions and still a lot of homes remain unbuilt. How to stop/unlock it? 🏛️ Devolution & LGR: Power-shift or Power-struggle? There is for sure an appetite for devolution, but not if it’s top-down and disempowers councils... Reducing the number of Cllrs could mean a less diverse leadership... how do we continue to ensure decisions reflect their communities? Are councillors “blockers” or protectors of local democracy? Councils and communities must be at the heart of these discussions. Would taking power from local leaders means taking power from local people? 👥 Leadership during LGR: The Human Side of Change If my notes were right, 50% of public sector workers have seen more change in the last 13 months than in the last decade. Skills gaps, recruitment struggles, and workforce burnout are growing concerns. Transformation efforts fail when leadership isn’t clear. The workforce must feel engaged, valued, and part of the process. My final thoughts heavily influenced by one of the best leaders I've ever met, Dawar Hashmi: - The best leaders don’t just manage change: they lead it. - We can’t wait for certainty: we must act with clarity and courage. - Invest in people now: through training, leadership development, and coaching as this will shape the councils of tomorrow. An enlightening couple of days surrounded by brilliant minds: @James Gardner Dan Swords Maxine O'Mahony FCIPD Stephen Gabriel Deborah Cadman OBE DL BSc MSc MA I am forever grateful to you all for your time and insights.
