As part of the change, the PLA will be separating the current Duty Port Controller (DPC) role into two discrete functions – ‘Watch Manager’ for supervision of the VTS function and a ‘Head of Port Coordination’ (HPC) for oversight of the pilotage planning function. A new Liebherr multifunctional crane, which incorporates several green technologies, has arrived at the Port of Tilbury London. Acquired to support the growing operations of the Port, including Aggregate Industries’ new cement grinding manufacturing facility and import terminal, the LHM 550 crane is engineered to manage high-volume cargo. Not only does the crane have an innovative energy recovery system that captures and reuses energy, reducing fuel consumption, it can operate on Hydrotreated Vegetable Oil (HVO) fuel, reducing carbon emissions. Furthermore, facilitating the Port’s transition to zero-emission operations in the future, the crane's electric-ready design allows for connection to an electrical power supply. Class 3 PLA Pilot David Barnett was recently overcarried to Rotterdam 🚢 Sometimes, when weather conditions prevent our Pilots from disembarking at the Pilot stations in our district, it may be necessary to overcarry them so as not to delay the ship. The Pilotage Act 1987 states that a Pilot cannot be taken beyond their district without their consent, therefore overcarriage is voluntary. When overcarriage is agreed, the PLA’s regulations require the vessel’s Agent to facilitate the Pilot’s repatriation back to their place of work. Overcarrying simply means they stay on board the ship until it reaches its next port or an alternative pilot station outside of the Thames district. #SafetyBulletin: Port Passage: KNOW YOUR DRAFT In recent months, there has been a noticeable rise in incidents where vessels make contact with the riverbed, resulting in prolonged groundings. These groundings can pose serious risks to crew safety and heighten the potential for environmental damage. All Commercial Vessels, including Intra-port Vessels, are required to develop and maintain a comprehensive Port Passage Plan and navigational risk assessment. This should include and not be limited to, ensuring safe air draughts and under keel clearances are upheld at all times. It is essential all vessel movement is supported- by thorough passage planning that takes into account vessel draught, available water depth, tidal changes and localised conditions.
