Whole Life Consultants Ltd is a spin-out of the University of Dundee. Founded in 2004, it focuses on contract research and consultancy, specialising in labour forecasting, productivity improvement, whole-life costing, sustainability assessment, and risk-based asset management. The company has seven staff members, mainly with PhDs, including civil, mechanical, and architectural engineers and computer programmers. WLC Ltd fosters a culture of creativity, collaboration, and innovation among its staff and clients.

We're proud to be part of the upcoming launch of the London Homes Coalition and our Building Skills for the Future initiative. Housing Associations are responsible for building a quarter of London's new homes, as well as maintaining, investing in and retrofitting over 700,000 homes for Londoners. However, the workforce that builds and maintains London's homes is aging, retiring and not being replaced by newly trained workers. This is a growing challenge that threatens the provision of genuinely affordable housing in the capital. In response, we’re building this partnership, bringing together Housing Associations, delivery partners and key industry stakeholders to address this issue and bring forward innovative solutions. The ECITB’s new Labour Forecasting Tool (LFT) predicts the demand for new workers needed in the engineering construction industry is higher than previously thought with 8,000 additional workers potentially needed to meet demand in 2024 alone if planned projects go ahead on time. It estimates that 40,000 additional workers, such as mechanical and electrical engineers, welders and pipefitters, will be needed for major projects, including those related to net zero, by 2028. The new forecasting tool contains demand data by region, sector and occupational group using insights from the ECITB 2021 workforce census and data from 1,500 active and future ECI projects. It highlights that an extra 13,000 workers could be needed by 2028 in the nuclear sector, while 16,000 more could be needed by 2030 in the offshore wind industry, which would represent a 75% increase in demand.
