If, for the creditors, the Third World debt can seem like a real gold mine, for the people living in the Third World, it feels more like a straight jacket. However the debt is a story... stories, very complicated, that can be entangled, unclear, and often very questionable...

What has happened to the money of this loan? Under what conditions was this loan contracted? What share Share A unit of ownership interest in a corporation or financial asset, representing one part of the total capital stock. Its owner (a shareholder) is entitled to receive an equal distribution of any profits distributed (a dividend) and to attend shareholder meetings. has been misappropriated? What crimes have been committed with this money? Etc.

A debt audit allows us to answer theses questions and others. We can begin to clarify the past, to untangle the web of debt, thread by thread. It allows us to reconstruct the sequence of events which have led to the present deadlock. And it enables us to avoid repeating the mistakes of the past.

This little guide is intended to serve as a support tool for such efforts and as a tool of popular education indented for social movements, citizen reds, Members of Parliament, jurists, economists and other rebels.

This manual is the result of a joint initiative of CETIM and CADTM, with the support of the American Association of Jurists (AAJ) and the South Centre. It was written on the basis of two seminars that brought together Third World debt experts and activists. EURODAD, Emmaus International, Jubilee South, COTMEC, Attac Uruguay and Auditoria Cidadã da Dívida (Brazil) joined this initiative. The organisations mentioned above hope that the debt audits can begin as soon as possible in various countries so that the truth about the debt can finally be brought to light!

Kurz nach Ausbruch der Immobilienkrise in den USA, die sich mittlerweile zur schwersten weltweiten Finanz- und Wirtschaftskrise seit den 1920er Jahren ausgeweitet hat, gründeten sieben lateinamerikanische Länder die Banco del Sur (Bank des Südens). Damit verbindet sich die Hoffnung, dass aus ihr eine Alternative zur vom Norden geprägten Finanzarchitektur erwachsen könnte - vor allem zu den mächtigen Finanzorganisationen Internationaler Währungsfonds (IWF) und Weltbank, die beide in Washington angesiedelt und von der neoliberalen Ideologie der hemmungslosen Marktöffnungen durchdrungen sind.
Eric Toussaint schildert die verschiedenen Etappen im Gründungsprozess der Bank des Südens und die zahlreichen Interventionen von sozialen Bewegungen. Er fragt angesichts stark schwankender Rohstoffpreise nach den Chancen der Bank, eigene Entwicklungspfade der beteiligten Länder abzusichern und die wirtschaftliche Integration des Kontinents voranzutreiben.

Debitocrazia. Come e perché non pagare il debito pubblico

Il mondo vive la più grave crisi economica e finanziaria dal 1929. Con l’esplosione della crisi dei titoli tossici e il conseguente salvataggio delle banche, gli Stati dei paesi più industrializzati hanno accresciuto a dismisura il proprio debito e cominciato ad adottare i piani di aggiustamento strutturale che negli anni Ottanta furono imposti ai paesi del Sud del mondo. Una fase di austerità colpisce in profondità l’Europa e gli Stati Uniti, e l’Italia ne viene travolta in modo particolare. Il rischio di default, del fallimento degli Stati, ritorna prepotentemente sulla scena pubblica con effetti sociali devastanti: disoccupazione di massa, riduzioni dei salari, tagli profondi ai servizi sociali, rimessa in discussione del sistema pensionistico, privatizzazioni e stretta democratica. Una fase storica si chiude e un’altra, densa di incognite, sta per aprirsi. Questo libro racconta in modo agile e comprensibile i meccanismi che hanno prodotto tale situazione, i casi più eclatanti, come quello greco o islandese, e avanza una proposta dirompente: la sospensione del pagamento del debito e l’istituzione di una Commissione di audit pubblico per stabilire la legittimità o meno del debito per annullarre quello illegittimo. Il libro è frutto del lavoro e degli studi del Comitato per l’annullamento del debito al terzo mondo (Cadtm). Uno dei suoi curatori, Eric Toussaint, è noto ai lettori italiani per i suoi interventi in trasmissioni come “Report” o “L’Infedele”.

Da dove viene la crisi che stiamo vivendo?

Eric Toussaint risponde a questa domanda con un’agile guida sulle origini della crisi e sulle responsabilità del capitalismo finanziario.
Ripercorrendo le tappe che hanno segnato l’affermazione dell’ideologia neoliberista che da trent’anni governa l’economia del pianeta, Toussaint mette in guardia dal dal rischio di continuare a percorrere la strada del culto feticista del mercado, la stessa strada che ha generato la crisi economica attuale e che non è in grado di indicare soluzioni per uscirne.
