Your project is facing weather delays. How can you ensure stakeholders understand the impact on milestones?

I would say that step 3 is the first thing that you have to do. If it is not worse than the 10 year average then you don't have a claim at all

I would suggest providing a schedule cause and effect simulation that shows the potential impact on milestones. The only challenge is that one never knows the continuing effect on the project after the event has gone. It could be that the site is waterlogged for sometime thereafter and that would not be known at the time. This could possibly be dealt with as a different claim. Communication is key

Once you know the impact of the adverse weather delays see if you can find a work around to recover this lost time. Look for least lost least risk alternatives first. Communicate this least cost alternative to the owner and then let HIM decide if he wants to implement this suggested work around to recover the lost time or does he want to issue and non-compensable time extension to the project. Meaning time but no monies. Its the owners decision to make but you need to provide him the alternatives. No one can predict the weather. If you don't do the analysis it will be impossible to provide him any direction. He may have float in the milestones that you may not be aware of, In that case the owner may issue a non-compensable time extension.

Provide detailed updates that include the nature and extent of the weather delays, then specify the extent to which the project activities will be affected. Revised timelines and milestones. The anticipated impact on the overall project schedule and completion date.

This is where creating a what-if scenarios are useful tools like in Primavera P6 creating a reflection. Look for work arounds and apply the least cost least risk solution. Provide this information to the stake holders so that they can make in intelligent informed decision.

List the anticipated monthly adverse weather days. Then track the actual adverse weather days experienced on the project. Keep a log record of the date and the activities that were on critical path when the adverse weather actually occurred. List the activity id number and activity name and then list how the weather impact this activity. What did the weather do so that you could not perform the work. For example the excavation was on the critical path and due to the adverse weather we could not excavate and haul material into or out of the job site. Or the paving was on the critical path and the temperatures were too low to perform the paving activity.

Prepare a plan for mitigating the impact of the delays. This could involve: Fastracking certain project tasks. Re-sequencing activities to make up for lost time. Adding additional resources if feasible.

Give the stakeholder the good new or the bad news which ever it is but have a possible solution. Don't just say Houston we have problem. Instead we have a problem and we have a possible solution to the problem. Lay it out on the table keeping it close to your vets does not do any one or the project any good.
