Consider getting your digital business card from LinkedIn and using that at the career fairs to instantly connect with people of interest. Then you can follow up with a direct message and they can see your content and you theirs. This hopefully will lead to engagement

I should consider making a cold call after your research and gathering information about the companies that are participating in the fair. It's risky but might help. (A cold call is an unsolicited call to an employer to show your interest in their open position or something that’s upcoming)

I would track my success by the number of patients I received from the pediatric endocrinology nurses. The number was 10-12 per month. These were patients that had multiple options for pharmacies and the nurses appreciated my prompt response to their requests. Usually one call, one fax. Once I had everything completed I would then call that same nurse back to let them know that the parents had been contacted and the delivery was scheduled.
