The Interstate 10 corridor may provide the most compelling window on the future of the U.S., one which presents the challenges of the 21st century in the highest relief. This singular transect strings together the most pressing societal, economic, political, urban, and environmental issues of our time. As such, it offers a living observatory for understanding the present condition and the creation of new narratives for the future. Ten Across (10X) frames the “emergent” and most rapidly expanding portion of the nation, a uniquely American landscape shaped by 20th century technologies (particularly the automobile), demographic change, and delicate ecosystems profoundly transformed by human intervention. The project is knowingly situated in time between one of the most frequently-cited demonstrations of long-range federal investment (the National Interstate and Defensive Highways Act of 1956) and a period of narrowing consensus and optimism. 10X spans the three most populous states (CA, TX, FL) and three of the five largest cities. It intersects with critical ports, energy infrastructure, immigrant populations, and the site of the costliest natural disaster in U.S. history, Hurricane Katrina. This singular east-west axis demonstrates in living detail the most urgent American and global issues of the 21st century: water, energy, climate change, income disparity, public health, border security, and globalization, among others. 10X is a platform for reviewing past decision-making, unstable present conditions, and the “course corrections” required to achieve a more sustainable and inclusive society. By bringing this region into sharp focus through close readings of physical, social, economic, and cultural constructs, 10X will serve as a forum for lessons and changes leading to a more sustainable and inclusive future.

The Ten Across region is on the frontline of U.S. and Mexico’s international and business relations providing unique insights into the ever-evolving relationship between the two countries in particular the impacts of free trade. In 2017-18, the Trump administration was successful in negotiating a controversial sunset clause for the landmark United States-Mexico-Canada trade agreement. This clause introduced a rare review and renegotiation process at the six-year mark on this commitment, with the option to withdraw 10 years prior to expiration, without penalty, if a consensus is not reached. Many Canadian and Mexican negotiators were unfavorable of this condition due to the uncertainty it would inspire for international relations and the business community. According to Tony Payan, executive director of Rice University’s Baker Institute Center for the United States and Mexico, following an opening of relations and trade in the 90s with the North American Free Trade Agreement, a protectionist attitude between the US and Mexico has been growing since the 2008 recession. What we hear in the national media about the US-Mexico border may vary from the lived experience of border life. Although depictions of chaos and illegal crossings persist, back and forth travel along the border has been an essential routine of many companies, consumer goods, and people in the Paso del Norte region for generations. As we hear from Mayra Maldonado, executive director of the Hunt Institute for Global Competitiveness, those living in El Paso, Texas; Las Cruces, New Mexico; and Ciudad Juárez, Chihuahua, tend to be bilingual and bicultural, allowing for a seamless exchange of goods and services, education, and opportunity. It is not uncommon for families to attend school or work on one side of a border and live on another. This binational population has been critical in supporting the recent US #nearshoring of trade with Mexico to avoid global manufacturing disruptions. Due to #climate change and rapid #urbanization, water supply conditions in the border region have changed. But much of our international water policy, infrastructure, research and collaboration have not. That said, experts like Francisco Lara-Valencia, Steve Mumme, and the U.S. Section of the International Boundary and Water Commission are doing what they can to change this. In 2021, Francisco, Stephen, and other transborder experts answered the IBWC’s call for recommendations to strengthen the agency’s response to the effects of climate change and stresses on transborder water supply and sharing. As an urban planner, Francisco shares his perspective for upgrading municipal infrastructure in Mexico in this episode with Ten Across founder Wellington Reiter, FAIA and Stephen Mumme, as well as the current work universities on either side are doing to improve understanding of our shared water supply. The aftermath of any storm is life altering for those in its midst as well as for those of us out of the path watching what is happening in neighborhoods just like ours - to people we love and people we don’t even know. Our hearts are with every community dealing with the aftermath of Hurricane Helene and our prayers are with those in the path of Hurricane Milton. Resilience is often defined as the ability for everyone in a community, business, family, etc. to survive, adapt, and thrive no matter what shocks (extreme events) and stressors (everyday challenges) it faces. The primary work of local governments is to reduce the stressors so that each community member has better resources and tools to deal with the shock(s). SSDN supports local governments working on sustainability and resilience and the need for that work is made even more evident during disasters. Their work is important and we are proud to be a part of all they do to make our neighborhoods resilient. Disasters are hard – hard to watch, hard to live through, hard to recover from.
