About us
2430 Group is a nonpartisan, independent non-profit organization that defends the U.S. private sector from theft of intellectual property (IP) and attacks on critical infrastructure. Our team comprises experts from intelligence, diplomacy, the military, technology, law, law enforcement, academia, and the business world. We focus on the threats that originate from abroad, rather than the U.S. This is because foreign, state-supported actors bring to bear government-level resources and safe harbor from U.S. law enforcement that U.S. based bad actors cannot ever hope to exploit. 2430 Group fills the gap between the U.S. government and the U.S. private sector. The government certainly has a role, but is neither oriented nor authorized to help the private sector until a crime has been committed. That is too late. By that point, the targeted company has already lost control of its IP or suffered damage to its infrastructure. The private sector has the authority to act in advance, but lacks the expertise and training to recognize and mitigate threats. 2430 Group trains private companies to defend themselves. 2430 Group focuses on harms to U.S. business via eight vectors: supply chain infiltration, predatory investment, exploitation of commercially available data (OSINT and CSINT), lawfare, and malicious or careless insiders, cyber attacks, coercion, and consent. What We Do: - We educate, train, and equip American institutions to recognize and defend against foreign interference, and threats to their IP, technology, and capital investment. - We develop tools and techniques to uncover both actual thefts, as well as the evolving techniques, people, and institutions malign actors rely on to acquire your tech. - We provide access to our growing catalog of previous thefts, including details about our adversaries’ tactics, techniques, and procedures (TTPs) using open-source intelligence (OSINT) and commercially-sourced intelligence (CSINT) tools.

In his latest article for The Cipher Brief, 2430 Group Director Glenn Chafetz contends that the true value of Chinese IP theft from the US private sector every year is not $225-$600 billion, but north of $5.7 trillion, because the lower numbers ignore undetected and unreported thefts. Furthermore, by incorrectly relying on the faulty lower numbers, US managers grossly misconceive their risk and thus fail to take action to secure market share, higher revenues, and profits. China’s hypocrisy is on full display in its complaints that the proposed US ban on PRC software is an imposition of an overtly broad concept of national security that unfairly targets China. China’s own military doctrine is premised on "civil-military fusion," whereby private and state-owned sectors are expected to promote the development of military technologies and capabilities. This doctrine names the US as China’s adversary, and therefore as justification for China’s weaponization of IP theft, infiltration of critical infrastructure, and collection of intelligence against US companies and institutions. Until Beijing changes all those policies, the US and its allies should treat PRC businesses as China does: as a weapon of the Chinese Communist Party.

Despite the CCP's crowing about the attractiveness of its political/economic model, it turns out that autocracy and market success do not in fact mix well. A prominent economist, Zhu Hengpeng disappeared after talking about Xi's handling of China's economic problems in a private discussion forum. Foreign firms doing business with China should take note. 2430 Group’s Glenn Chafetz notes in the The Cipher Brief that networked autonomous vehicles manufactured in the PRC can be used for attacking US infrastructure. Vehicles are mobile IoT devices that can connect to low earth orbit satellites and be used for a variety military purposes. If this sounds fanciful, consider the various other systems the PRC has infiltrated, including energy, transportation, and power. Mixing civilian tech with national security aims is part of PLA doctrine. PRC manufactured vehicles should not be permitted in the US. https://lnkd.in/efSt6SkA
