The 311th is THE Army Theater Signal Command for the entire Indo-Pacific Region stretching across 16 time zones. We are a multi-component command meaning we consist of Active Duty and Reserve Soldiers as well as Army Civilians. The premier signal command operates and defends the Army’s portion of the Department of Defense Information Network (DoDIN-A) extending the network to the tactical edge throughout the Indo-Pacific, ensuring secure communications to enable multi-domain* operations for Army, partnered, and allied forces. We provide communication capability to U.S Army Pacific (USARPAC) forces as well as Joint Services, and Partner Nations in warfighting and campaigning through Operation Pathways.

#ICYMI Day 3 at #TechNetIndoPacific Brig. Gen. Ray Phariss, Commanding General of the 311th Signal Command (Theater), participated in a keynote session during AFCEA International TechNet Indo-Pacific 2024 at the Honolulu Convention Center. The session, titled “J6 Panel: Assured C4: Alliances and Partnerships in the U.S. Indo-Pacific Theater”, focused on the challenges and opportunities in modernizing Command, Control, Communications, and Computers (C4) capabilities within the Indo-Pacific region. “We are never satisfied. We always want more, better, faster. We want our Soldiers to have the ultimate capability. We don’t want a fair fight. We want to make our Soldiers rockstars,” Brig. Gen. Maj. Samuel Stroud assumed responsibility as the senior enlisted leader on Oct. 19, 2024, marking a change in leadership. Brig. Gen. Ray Phariss, commanding general of the 311th Signal Command, presided over the ceremony, formally welcoming Stroud to the “Premier Signal Command” and highlighting the critical importance of leadership in achieving the unit’s mission.
