The Cumberland County Housing and Redevelopment Authorities (CCHRA) and the Borough of Carlisle are partnering to complete the Borough’s Five-Year Consolidated Plan and Analysis of Impediments to Fair Housing Choice (AI). The Plan and its accompanying Annual Action Plan will help assess the Borough’s community facilities, affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. The consolidated planning process, which is underway now, serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from the U.S. Housing and Urban Development’s grant programs.
