About us
The Advisory Council on Historic Preservation (ACHP) is an independent federal agency with the primary mission to encourage historic preservation in the government and across the nation. The National Historic Preservation Act (NHPA), which established the ACHP in 1966, directs federal agencies to act as responsible stewards when their actions affect historic properties. The ACHP is given the legal responsibility to assist federal agencies in their efforts and to ensure they consider preservation during project planning. The ACHP serves as the federal policy advisor to the President and Congress; recommends administrative and legislative improvements for protecting the nation’s diverse heritage; and reviews federal programs and policies to promote effectiveness, coordination, and consistency with national preservation policies. A key ACHP function is overseeing the federal historic preservation review process established by Section 106 of the NHPA. Section 106 requires federal agencies to consider the effects of projects, carried out by them or subject to their assistance or approval, on historic properties and provide the ACHP an opportunity to comment on these projects prior to a final decision on them.

Rachael Mangum, ACHP’s Assistant Director for Federal Permitting, Licensing, and Assistance in the Office of Federal Agency Programs presented as a part of a panel on the application of the Railroad Right of Way (ROW) Program Comment issued by the ACHP in 2018 and amended 2019 at the American Cultural Resources Association (ACRA) annual conference in Albuquerque, New Mexico, September 26-29. The three-day conference provided an opportunity to convene cultural resources management firms engaged in a variety of work, including support to federal agencies and their applicants for compliance with Section 106 of the NHPA, with sessions centered on the theme, Revisiting the Spirit of Preservation. https://lnkd.in/e9STy6NW Next year's conference will be September 11-14, 2025 in Raleigh, NC. It is National Hispanic Heritage Month and the ACHP is celebrating the rich histories of Hispanic Serving Institutions (HSIs) in America. Our Lady of the Lake University in San Antonio, TX became the birthplace of HSIs when in 1986, then-Provost Dr. Antonia Rigual had a meeting to discuss the formation of an association of colleges and universities that served large populations of Hispanic students. From that meeting, the Hispanic Association of Colleges and Universities (HACU) was formed. That organization lobbied Congress and in 1992, legislation passed creating the designation of HSI. There are more than 500 institutions with that designation serving 4.7 million students. Founded by the Sisters of the Congregation of Diving Providence, Our Lady of the Lake University first opened its historic Main Building in 1896. The building, which was damaged by a fire in 2008, was fully renovated and restored in 2010. The school has one of the highest percentages of Hispanic student enrollment in the country. Today is World Architecture Day and this year’s theme is ‘Empowering the next generation to participate in urban design’. This theme highlights the important role of young architects in the design of tomorrow’s cities, which includes repurposing historic buildings to be sustainable and meet the future’s needs. Last summer, Tuskegee University architecture student, Jazmone Holmes, participated in the ACHP’s joint internship with the U.S. Forest Service, Cultural Heritage in the Forest. Through this internship, and her 2022 Preservation in Practice internship, a joint program of the ACHP, National Park Service, and National Trust for Historic Preservation internship, Jazmone says she plans to focus her architecture career on historic preservation. #internship #historicpreservation #preservationcareers #achp USDA Forest Service

The National Trust for Historic Preservation is now accepting nominations for the 2025 list of America’s 11 Most Endangered Historic Places. They are particularly interested in receiving nominations for sites impacted by climate change. This high-impact public awareness campaign has increased visibility and brought new resources to save and activate threatened historic places. The deadline to submit a nomination is October 8, 2024. ACHP Chair Sara Bronin today hosted nine cultural heritage management master’s students from The Johns Hopkins University, who are in Washington D.C. for their capstone seminar, using the city as their laboratory. The students were interested in the ACHP’s policy statements on housing, climate change, burial sites, and Indigenous Knowledge, as well as the proposed program comment on housing, climate-smart buildings, climate-friendly transportation, and clean energy. Chair Bronin explained that, if adopted, the program comment could promote the rehabilitation of historic buildings by modernizing them for reuse into the future. Students asked about shifting dynamics in the historic preservation field, and Chair Bronin expressed optimism that the new generation of preservationists will continue to elevate concerns about society and community, and the environment, into the field. There is one week left for your input to be included in the ACHP’s proposed action on housing, climate-smart buildings, climate-friendly transportation, and clean energy. The ACHP is taking public comment through Wed. October 9 on the proposal that will make it faster and easier to meet the nation’s climate and housing goals while preserving historic properties. This is in keeping with the Biden-Harris Administration’s all-of-government approach to accelerating permitting and reviews to deliver on our infrastructure and clean energy future. This draft program comment is the most significant step the ACHP has taken to date in implementing the agency’s climate and housing policy statements, enacted last year. We are continuing our celebration of National Hispanic American Heritage Month with a new video in our series, “Preserving Latino/Hispanic Heritage,” Legacy of a Mural about the town of Clifton, AZ. In 1986, Chicano artist David Tineo and Tomas Bandareís, from Paris, France, painted a depiction of the labor history and the Great Copper Strike of 1983 on the wall of Clifton, Arizona's United Steelworkers Local 616 union hall. Measuring 40 feet wide, and painted in bold color, the mural details an important part of Clifton's history. Unfortunately, the mural has been locked inside the closed union hall for most of the 41 years since it was painted, effectively silencing the voices of the miners whose ancestors built the historic mining town. https://lnkd.in/e2UKENTz

ACHP Chair Sara Bronin and U.S. Department of Housing and Urban Development Acting Secretary Adrianne Todman today presented the 2024 ACHP/HUD Secretary’s Award for Excellence in Historic Preservation to Buffalo, NY, Public School 75. The partners restored a school building that first opened in 1925 to affordable housing for veterans and military service-disabled veterans. The project also included 12 new buildings with 18 units on formerly vacant land adjacent to the school.
