The U.S. DOE Loan Programs Office is driving industrial decarbonization forward despite significant barriers — high costs, limited infrastructure, and a shortage of commercially ready technologies. These challenges make it difficult for developing industries like green hydrogen to scale, but the Loan Programs Office is playing a crucial role in bridging the gap. With strategic financing through the Title 17 and CIFIA programs, the Loan Programs Office is supporting projects such as IRG Erie and Bioforge Marshall, which are cutting emissions and reshoring production in the U.S. Initiatives like these lay the groundwork for innovations in sectors like green hydrogen, where early-stage support is key to maturing technology and reducing costs. Hydrogen's potential as a zero-emission energy source is huge, but developing the infrastructure to produce, transport, and utilize it remains a significant hurdle. By backing projects that build essential infrastructure, LPO is paving the way for green hydrogen developers like Ambient Fuels to accelerate deployment in more industries. Today (10/08) is National Hydrogen Day, chosen for hydrogen’s atomic weight of 1.008. There's no better time to celebrate the progress green hydrogen is making around the globe. Europe is already leading the way, with large-scale green hydrogen projects moving forward to help decarbonize refining and other heavy industrial processes. The U.S. is not far behind. With the right policies and investments, 2025 could be the tipping point for green hydrogen in America. Green hydrogen is already taking off in Europe. What does the United States need to kick-start its own industry? Currently, all eyes are on the U.S. Treasury, which is finalizing rules for green hydrogen projects to qualify for the Inflation Reduction Act’s section 45V tax credits for clean hydrogen investment and production. Once the final rules are issued, investors will have much greater certainty. Meanwhile, Ambient Fuels has been front and center throughout the 45V rules formulation. We have formed a view and are pushing forward to express it. It’s important that we get those rules right. The current proposal calls for strict hourly matching of electrolyzer power consumption to renewable energy purchases, a restriction that could stifle the early-mover projects we need to get this industry started. Along with American Clean Power Association (ACP), we have called for a more gradual phase-in for the earliest projects, allowing 25% of electrolyzer power to be matched annually, with 75% of the electricity matched on an hourly basis. The Democratic Senators who wrote the law agree that the proposed rules run counter to their intent. In a recent letter to Janet Yellen, they wrote: “Treasury’s guidance would jeopardize billions of dollars of investment in clean hydrogen projects, render the cleanest forms of hydrogen uneconomical, and imperil efforts to decarbonize hard-to-abate sectors of our economy.” So when will Treasury announce the final rules, and what signals are we hearing about the rulemaking process? Will 45V incentives attract European buyers for green hydrogen produced in the U.S.?
