Established in 1974 during a period of intense competition and conflict between the United States and the Soviet Union, the American Council of Teachers of Russian (ACTR) created cross-cultural and linguistic collaboration opportunities between the two global superpowers. Zulfikar Djumaev, a secondary school teacher from Uzbekistan, exemplifies American Councils' vision of educational excellence through his commitment to enhancing English language pedagogy. In 2019, Mr. Djumaev became a Core Teacher Trainer in the English Speaking Nation: Secondary Teacher Trainer (ESN) program, a collaborative initiative between the U.S. Embassy in Tashkent and the Uzbekistan Ministry of Preschool and School Education (MoPSE) that was implemented by American Councils. The ESN program provided intensive professional development opportunities for English language public school teachers throughout the Republic of Uzbekistan. Mr. Djumaev’s completion of the 140-hour TESOL Core Certification Program highlights his dedication to continuous learning and his passion for teaching. Within the ESN program, Mr. Djumaev played a pivotal role in advancing the skills of teachers in his region. He conducted numerous training sessions for educators in the Surkhandarya region, enhancing their pedagogical expertise and enabling them to pursue various professional development opportunities. Mr. Djumaev’s influence extended beyond Surkhandarya. He played a key role in organizing the ESN Silk Road Conferences, which brought together hundreds of teachers from different regions of Uzbekistan. Thanks to the collective efforts of Mr. Djumaev and other Core Teacher Trainers, the ESN program had a positive impact on over 18,000 educators throughout the country. In addition to his involvement in the ESN program, Mr. Djumaev participated in the Tajikistan Secondary School English Teachers Professional Development Program, co-delivering a course aimed at improving the student-centered pedagogical skills of teachers in Tajikistan. Reflecting on his experience with American Councils and the ESN program, Mr. Djumaev notes, "The program has significantly impacted both my professional activities and personal life. I hope it continues to support projects focused on teacher training and professional development." We’re proud to spotlight Lithuanian journalists, brought together through an embassy initiative, who recently participated in the Congressional Office for International Leadership (COIL) Open World Program focused on regional journalism and countering #disinformation. This group of journalists, representing regional media from Alytus, Marijampole, Rokiskis, Salcininkai, and Visaginas, began their program with an orientation in Washington, D.C., before traveling to Detroit, Michigan, where the core of their professional activities took place. Hosted by Global Ties Detroit, participants visited local organizations, engaging in hands-on professional experiences, and gaining insight into American culture through local host arrangements with families. Together, they’re building invaluable connections and bringing new perspectives back to Lithuania to strengthen regional journalism. 🌍 Celebrating 50 Years of Impact 🌍 Earlier this month at the #AC50Conference, we had the privilege of hosting Madam President Atifete Jahjaga, former president of the Republic of Kosova, as our keynote speaker. An esteemed advocate for women’s empowerment, human rights, and democracy, Madam President Jahjaga delivered an inspiring address that resonated deeply with our mission. She underscored the vital role of public diplomacy and international exchange in fostering a brighter, more peaceful future. Madam President Jahjaga reflected on how U.S. public diplomacy has positively influenced Kosova over the past 25 years, stating, “For us, America is not just a metaphor; it is a reality of the freedom and democracy we’ve built together. Ms. Iryna Borovets, a Ukrainian diplomat with 25 years of experience in international relations, exemplifies the impact of international citizen diplomacy programs through her distinguished leadership. In 2022, Ms. Borovets participated in the Ukrainian Public Diplomacy Enhancement Project at the University of Southern California (USC). This initiative strengthens the Ministry of Foreign Affairs (MFA) of Ukraine by equipping diplomats and civil servants with the skills to execute public diplomacy functions and integrate modern public diplomacy practices in Ukraine. Ms. Borovets’ involvement with UPDEP enabled her to collaborate with a culturally diverse team and enhance her professional capabilities. She expressed gratitude for the American Councils for International Education community, noting how the program expanded her professional network and encouraged the growth of new public diplomacy programming in Ukraine. Reflecting on her experience. Ms. Borovets states, “UPDEP has not only enriched my personal career with additional skills. American Councils has been a true partner for the Ministry of Foreign Affairs of Ukraine for years and we developed and launched numerous new projects and initiatives.” With years of dedication to public diplomacy, Ms. Borovets has been a pivotal figure in promoting Ukrainian foreign affairs and establishing mutually beneficial bilateral relations abroad. Ms. Borovets served as the Head of Public Diplomacy and Communication at the MFA(2020-2023), and as the Deputy Minister of Foreign Affairs of Ukraine (2023-September 2024), where she led communication efforts related to diplomacy and addressed the challenges faced by Ukraine throughout Russia’s brutal war. Today, she continues to enhance Ukraine’s international relationships and improve global communications. Ms. Borovets expresses deep appreciation for the opportunities provided by American Councils, noting that many Ukrainian diplomats view the American Councils’ Ukraine office as a “true family.” She advises future participants to recognize the potential of citizen diplomacy in creating opportunities within their communities. The Ukrainian Public Diplomacy Enhancement Program is funded by the U.S. Department of State through the Public Affairs Section of the U.S. Embassy in Kyiv and administered by American Councils.
