We lobby lawmakers, publish newsletters, sponsor events, and offer legal, educational, and consumer health advice. Current focuses include employment rights and medical marijuana patients’ rights. We maintain a separate membership and financial base from national NORML. Your support makes our advocacy possible!

CDTFA will host a Microsoft Teams meeting on 8/29 at 10 AM on Emergency Regulation 3802, whereby the excessive state excise tax of 15% is applied to non-cannabis items like vape batteries, if sold as part of package. The Department agreed with the interested parties’ comments regarding charges for services and transportation [only]. More than 100,000 people visited the attraction, which included on-site sales and consumption for the first time. Final tallies are still to come, but the overall attendance at the 17-day California State Fair was up 10% this year over 2023, per organizers, with an estimated 650,000 visitors. The event, which suffered through 11 days of triple-digit temperatures, ended Sunday. The crowd included military veterans, former police officers, lapsed users and canna-curious folks, which could bring a new wave of consumers into the legal market. "This demonstrates very well that California is ready for cannabis lounges, especially ones that can serve food and drink, and that consumption spaces can operate safely and profitably,” said Cal NORML Deputy Director Ellen Komp. https://lnkd.in/e28eaGDa

Hooray! The California State Fair will allow for cannabis purchases and consumption onsite this year! I traveled to the Fair last year to complain to the DCC folks there about the lack of access there; told them if they really wanted to support California cannabis farmers they needed to advocate for that. But it looks like Embarc made it happen! "The plans, announced Tuesday by Embarc, the fair’s partner on the project, include having a dispensary and 30,000-square-foot outdoor consumption lounge space at Cal Expo that will allow fair-goers who are 21 and older (and in possession of a valid government-issued photo ID) to buy and try award-winning cannabis. "When people come to the state fair, they can try the best wine, cheese and craft-brewed beer. That’s already in place," California State Fair Chief Executive Tom Martinez told The Times. 'This was just the natural next step that the legislature and our board of directors is taking." This year’s California State Fair runs from July 12 to 28. Daily hours for the dispensary and lounge, award winners and additional information will be posted to the 2024 California State Cannabis Awards website at https://lnkd.in/ergFrmjR as available. If you’re planning to get fried in the land of deep-fried everything, there are a few things you’ll need to know: First, you’ll only be able to consume cannabis products purchased on-site. Second, the lounge will provide rolling papers and expects to have an assortment of other smoking paraphernalia to use, so leave your favorite smoking gear at home. And last, while the dispensary and lounge will be open for most of the fair’s run, there are three dates to be aware of: July 12 and 13 (no inhalable consumption will be allowed on those days) and July 19 when the dispensary will be closed. https://lnkd.in/eCz4tbW2

AB 1775, the California NORML-sponsored “cannabis café” bill to allow California cannabis lounges to sell food and event tickets, made a media splash when it passed the Assembly floor by a vote of 58-6 last week.
