About us
The Center for Disability & Elder Law (CDEL) was founded to provide legal services to low income residents of Cook County, Illinois who are either elderly or who have permanent disabilities. Studies report that more than eighty percent (80%) of all low income individuals are unable to obtain legal representation, and that all of those who live in poverty will experience at least one legal problem each year. The need for legal assistance and services on the part of these clients has increased dramatically over the past ten years and continues to grow. The number of persons in the United States over 65 is expected to double by 2030. Ten years ago almost fifty million Americans were affected daily by a disability - one out of every five. This number is also expected to increase significantly. These national trends are evident in Illinois and in Cook County as well. Dedicated volunteer attorneys from some of the largest law firms in Chicago and from firms and corporations located throughout Cook County, as well as paralegals, provide over ninety percent (90%) of the all of the legal services CDEL delivers, pro bono, to our clients. Because CDEL staff screens and creates client files, coordinates the Initiatives, and provides training and support to our volunteers, they are able to focus their valuable time on direct provision of legal services. CDEL strongly encourages the involvement of newly-licensed attorneys, as well as paralegals, law students and interns, to engage their interest and foster their commitment to pro bono public interest law early in their careers.

Today is Ageism Awareness Day! When rigid stereotypes or negative views based on age seep into how we think, feel and act towards others or ourselves – that is ageism. We find it in our workplaces, health systems, entertainment, and the media. It’s everywhere. Let’s recognize ageism and name it when we see it. To kick off Pro Bono Month, CDEL held a Power of Attorney Workshop at the 22nd Chicago Police District together with 14 Skadden, Arps, Slate, Meagher & Flom LLP and Affiliates, volunteers. We were able to assist 16 CDEL clients with drafting 39 estate planning documents. One of the CDEL clients there said the process was “very professional, friendly, and easy to understand.” Thank you to Skadden for volunteering with us and to the 22nd Chicago Police District for hosting us!

Please welcome Eva Adams to CDEL’s team! Eva (she/her) is a 711 Licensed Law Graduate leading CDEL’s Housing Preservation Project. She started at CDEL in 2023 as a KOTT GERONTOLOGY INSTITUTE Scholar during law school and transitioned into this new role earlier this month. Eva earned her J.D from the Loyola University Chicago School of Law in 2024. Eva on why she is excited to join CDEL: “Generally, not every legal issue is earth-shattering or life-changing, but working at CDEL as an intern opened my eyes to the fact that it's easy to take for granted what is or is not life-changing. Being able to exercise autonomy by executing a power of attorney or an estate plan is earth-shattering. Knowing that you are secure in your home or knowing that your SSI income is protected is life changing. Please join us in welcoming Carmen Ontiveros, J.D. to CDEL’s team! Carmen is the Bilingual Spanish Paralegal at CDEL. Carmen graduated from Loyola University Chicago in 2002 with a Bachelor of Arts degree in Political Science and a certificate in Urban Life and Policy Studies. In addition to her Paralegal Certificate earned at Roosevelt University, she also holds a J.D. from the John Marshall Law School (UIC Law.) Carmen on why she is excited about CDEL: “I am thrilled to serve in the role of Bilingual English & Spanish Paralegal at CDEL. I am grateful for this opportunity and am looking forward to this new chapter! Last Thursday was an incredible day for Chicago area seniors at the annual Senior Fest hosted by the City of Chicago at Millennium Park! The Chicago Department of Family and Support Services predicted over 8,000 seniors attended the event, which saw line dancing, musical performances, karaoke, as well as health and wellness sessions including vaccinations. Approximately 2,000 seniors stopped by the CDEL table to learn about the ways CDEL can help low-income Chicago seniors. Thanks to Eva Adams, Carmen Ontiveros, J.D., Mariam Prater, Kaitlyn Rubinstein, Stephanie Ridella Vittands and Michael Stone for staffing the CDEL table at this event!

On Wednesday, CDEL Legal Director Michael Stone presented to attorneys from McGuireWoods LLP and Bank of America for the firms’ 9/11: National Day of Service and Remembrance for Wills for Heroes, which seeks to assist first responders in putting estate planning documents in place.
