"We are getting to the bifurcation point where if you do not have the data collection, AMI systems, data warehouses, you will be left behind. If you’re still out there in a few years reading meters, your constituents are finding out that they have a leak three weeks after it happened. Whereas the neighboring agency, when there's a leak, somebody’s letting them know within 20 minutes. Those are our two worlds — one is going to succeed, the other one is not."
