With only 32% of fourth graders meeting or exceeding NAEP proficiency in 2022, literacy achievement outcomes have remained relatively unchanged for the last few years. For marginalized students, the situation is more dire: only 17% of Black students and 21% of Hispanic/Latinx students scored at or above proficiency. While numerous education reforms and investments have been implemented—including common standards and tied funding— there has been little progress. Schools in Black and Latinx communities often face closures, inadequate funding, high teacher turnover, and lower-quality resources, which undermine educational success and erode trust in schools.
