The Norfolk City Council is the legislative body of the city government. It is authorized to exercise all powers conferred upon the City by the Commonwealth of Virginia in the State constitution, State laws and the Charter of the City of Norfolk. The Council establishes policy for the city, approves the budget, levies its taxes, and appoints the City Attorney, City Assessor, City Auditor, City Clerk, and the City Manager. The Council also appoints members to the Norfolk Redevelopment and Housing Authority, Planning Commission and other boards and commissions, as well as city representatives to regional and other boards and authorities.     The City of Norfolk is embarking on a new fiscal year and the Department of General Services kicked it off with a focus on teamwork and training with their "Playing to Win" leadership retreat. A winning team doesn't win without good coaching, so they brought Maury High Boys Basketball head coach and VHSL 2019 Coach of the Year, Mr. Brandon Plummer, to share winning strategies that helped the Commodores win the 2019 Class 5 Championship. 🧡 💙 🏆🏀 Fun Facts: Coach Plummer is moving up! He's the new Men's Basketball Assistant Coach at Elizabeth City State University. Coach Plummer comes from a winning family! His mother, Carla Plummer works with Norfolk's Parking Division and earlier this year, she was named a VisitNorfolk 2024 Champion of Hospitality. The leadership retreat also included team-building exercises led by Tamila Freeman from City of Norfolk Human Resources and breakout sessions on coaching styles.
