The Housing Opportunities for Persons With AIDS (HOPWA) Program celebrates its 30th anniversary today! The Housing Opportunities for Persons With AIDS (HOPWA) program received its first direct appropriations on October 28, 1992. The HOPWA program was established to provide communities with resources and incentives for devising a range of housing assistance and supportive services for low-income people living with HIV and their families to overcome key barriers to stable housing such as affordability and discrimination. The Cloudburst Group is honored to share that we have worked in support of HOPWA programs for 15 of those 30 years. This week Cloudburst's Katie Peterson (she/her) will be presenting at the Shared Housing 2024 Conference at The Dana on Mission Bay in San Diego, CA, October 29-31. The goal of the Shared Housing Conference 2024 is to empower individuals and teams working to end homelessness by equipping them with the knowledge and skills to effectively implement shared housing practices. Katie Peterson is a Senior Technical Assistance Provider on the Cloudburst Homeless Assistance Team, working alongside communities to prevent and end homelessness. She provides technical assistance to Continuum of Care grantees, develops trainings, tools, and products, and advises on program design, strategic planning, and program effectiveness. Katie has over 10 years of experience with HUD programs. She is also experienced in creating housing solutions in HUD’s Public Housing and Multifamily programs for households experiencing homelessness. Did you know that in June 1983, a group of gay men identifying as people with AIDS took the stage at the Second National AIDS Forum in Denver, Colorado, to present a manifesto asserting the rights, humanity, and autonomy of people with AIDS? This manifesto and the recommendations of these brave people came to be known as the Denver Principles. They outlined 17 concepts that gave voice to people with AIDS, outlined how all people could meaningfully support those with AIDS, and encouraged those with AIDS to demand control over their lives and an equal place where decisions are made. The Denver Principles put persons with HIV and AIDS at the center of the AIDS response, and today they can be used to put persons with HIV and AIDS back at the center of HIV programs, including the Housing Opportunities for Persons With AIDS (HOPWA) program. In recognition of Domestic Violence Awareness and Prevention Month, proclaimed by President Biden in 2021, the U.S. Department of Housing and Urban Development (HUD) issued a statement, October 16, underscoring its continued dedication to support programs that address the housing needs of those impacted by gender-based violence and continue to raise awareness about HUD resources to support survivors. The Cloudburst Group recognizes GBV is a human rights abuse that impacts all aspects of survivors’ lives, from their housing and economic status to their health and wellness and their ability to fully participate in civil society. In addition to the HOPWA Institute and the American Evaluation Conference, Evaluation 24, Cloudburst will also be presenting at the NATIONAL HUMAN SERVICES DATA CONSORTIUM (NHSDC) Fall 2024 Conference in Portland, Oregon, October 21-23. This year's theme, "Harvesting Connections," serves as a rallying cry, calling us to forge robust data alliances to pave the way toward a future where housing stability and human services are available to everyone. Cloudburst's Homelessness and Data experts, Brittany Odom and Karen Brown will be presenting: Brittany: "Addressing Unsheltered Homelessness and Encampments" "Strategies for Evaluating and Monitoring Coordinated Entry" "Designing an End to Homelessness with Stella Modeling" Karen: "Addressing Unsheltered Homelessness and Encampments" Brittany is a Senior Homeless Technical Assistance Provider who draws on over 10 years of experience in the social services field. She has provided direct services to clients of diverse socioeconomic and cultural backgrounds, working in an administrative capacity to develop, monitor, and improve service quality, effectiveness, and efficiency. Her dedication to the cause of ending homelessness has led her to various homeless advocacy roles in DC, Virginia, and South Florida. Karen is Practice Area Lead in Cloudburst's Housing and Community Development practice area. Karen manages multiple large-scale projects which work to empower communities to design, implement, and evaluate strategies to prevent and end homelessness. Karen has also served as the Vice President of Housing Services for a rural community behavioral services provider in northern Florida with a 7,442-square-mile footprint. She was responsible for grants management, project implementation, organizational development, financial management, and housing development.
